Madam Temporary Deputy Chairlady, I support, but as I do that I want to commend very highly hon. David Musila for his consistency in this matter. I was just looking at the HANSARD and I saw that even in the previous Parliaments--- It is important that we expound this because some of us in our phones we have over ten messages of students who are asking to be helped to clear outstanding school fees which have made them be denied their certificates. I support and highly commend hon. David Musila.

Mr. Temporary Deputy Chairman, Sir, while I do not have any objection in totality to the proposal to introduce Capital Gains Tax, you remember that the main reason why people acquire property, especially at individual level, is to gain from the appreciation of the property. Mr. Deputy Speaker, Sir, I rise to oppose the Committee Stage of this Bill. The reason is because as things are now the Bill is really being rushed through the House. Some of us would want to propose amendments, but we do not have the time to do those amendments. I want to urge all my colleagues that as we go into this stage of the Bill, please, let us look at this matter soberly. The Elections Act is fundamental, and affects almost everybody in this House. The consumer in Kenya has been bombarded by a lot of irresponsible advertisements. For example, every day, I watch an advert on Lifebuoy which claims to be able to make families disease free. Could the Minister guide the House by tabling papers to show that that is the situation, because this matter is of grave national importance, and we want to be clear? Mr. Temporary Deputy Speaker, Sir, I am much obliged by that guidance. I just thought that, considering the intensity and sensitivity of the matter, unless we are plugging into the province of sub judice, it would have been a good idea for the Ministry. This matter has actually gripped the country. We interact with these people who have been affected and in their view, Parliament is not doing enough to help them.

On a point of order, Madam Temporary Deputy Speaker. This House is a house of representatives of the people of Kenya. Even school children can urge the Government to provide toilets. What is wrong with representatives urging? Is the hon. Member in order to say that it is not the duty of the representatives of the people of Kenya to urge the Government to stop the killings? Thank you, Madam Temporary Deputy Speaker, for giving me the opportunity. The issue of the independence of the IEBC has been said so many times, but I want to contend that independence cannot be exercised in a vacuum. I agree with what hon. Ethuro has said that Kenyans must be very wary of the IEBC. These guys have been over-praised. When we approved their names here, the feeling was that we were approving the names of nine people who were good enough to be married by Mr. Caesar, but then it has turned out that these are ordinary human beings. ...
