Much as it has been said that local contractors have been responsible for some of their own problems, I think it is incumbent upon us, as a country, to provide some level of protection for them. The essence of this amendment, which we have discussed with the Minister, is just to ensure that certain very low value contracts that should be done by our locals are strictly reserved for them.
