  • 25 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on Part I, First Schedule, bodies that are to nominate are stated there. There is the Architectural Association of Kenya, the Institution of Engineers of Kenya, the Institute of Quantity Surveyors of Kenya and Law Society of Kenya (LSK). I have no problem with the first three bodies, but I have a problem with LSK. We were debating the Commission for the Implementation of the Constitution in Kenya and a prominent lawyer, who is also a Member of Parliament, when I suggested that engineers should be part of the Commissioners, told me that engineers should ... view
  • 17 May 2011 in National Assembly: Mr. Speaker, Sir, I beg to give Notice of the following Motion: THAT, this House adopts the Report of the House Broadcasting Committee on Investigation into the Sound Interference of the Kenya National Assembly House Proceedings on Thursday, 28th April, 2011 laid on the Table, Tuesday, 17th May, 2011. view
  • 11 May 2011 in National Assembly: Mr. Speaker, Sir, before I ask this Question, I wish to seek the indulgence and direction of the Chair, because the Question, as printed on the Order Paper, is materially different from what I had drafted and, therefore, does not capture the substance of the issue. I would, therefore, request the Chair to defer this Question, so that I can contact the Clerk’s Office to reinstate the substance of this Question. view
  • 11 May 2011 in National Assembly: Thank you, Mr. Speaker, Sir. view
  • 11 May 2011 in National Assembly: to ask the Minister of State for Provincial Administration and Internal Security:- (a) Could the Minister provide a list of all police officers who were promoted/assigned new duties in the recent “Police Board III Selection” conducted in March 2011, and indicate those selected for Station/Platoon Commanders’ Course, including their respective names, force numbers, gender, rank, year of initial employment, education and counties of all officers affected by the exercise? (b) What were the key considerations in making the recommendations for the promotions and were the provisions of the Police Force Standing Orders (FSO) taken into account? (c) What measures has ... view
  • 10 May 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to second this important Motion. I also thank hon. Eugene Wamalwa for moving this very important Motion. I go straight to the point. I want to start by condemning what appears to be an appalling indifference by this Government and our security forces as Kenyan territory becomes a playground for militias and foreign armies. If there is anything to learn, at all, from what happened in Todenyang, it is the appalling lack of preparedness by our security forces. That gets even worse when you consider that, after the ... view
  • 10 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think what must worry our country most is what appears to be the disturbing trend in the last 20 months where, we have had more than ten incursions into the Kenyan territory. We have witnessed repeated attacks in Turkana, the occupation by Ugandan forces at Migingo, the virtual servitude being suffered by some of our people in the lower parts of Msambweni at the hands of Tanzanian security forces, the repeated attacks by UPDF forces in parts of Pokot, particularly, Kacheliba, raids by Ugandan security forces which were reported recently in Sigulu in Budalang’i, ... view
  • 10 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it must be stated very categorically that those unprovoked attacks make Kenya look very weak, indeed, and anybody who has gone through high school knows that when you look weak, you become appetizingly attractive to bullies. Kenya is becoming appetizingly attractive to bullies in the region. Our security forces are definitely sleeping on the job. What we are saying is that we are not asking our country to go to war or to attack any other country, but the presence of our security forces must be felt in every part of this country. If our ... view
  • 10 May 2011 in National Assembly: Uganda continues to raid Kenya at will. Is this the spirit of good neighbourliness we look for? As a country, we must make our decisions. We have 40 million Kenyans to protect. We must decide whether we are going to continue to allow our country to be a play ground for all forms of militias, ragtag armies and formal armies in the neighbourhood. We are questioning as Kenyans; we did not see this attitude of our neighbours playing around with Kenyan territory more than ten years ago. Are we witnessing a situation where some leaders in the neighbourhood are now ... view
  • 4 May 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this important Bill. Mr. Temporary Deputy Speaker, Sir, I will start by saying that it is important that at all times, we understand the responsibilities of those working for the Commission. However, I have to say – and I think the Minister has been told before – that in my view, this Bill would have served its purpose best if it went hand in hand with the Bill on elections management. I am saying this because I want to believe that fairness in elections is ... view
