  • 4 May 2011 in National Assembly: This clause is a contradiction. Article 13(1) of the Second Schedule talks of somebody disqualifying themselves if they have an interest in the business. So, really, if you are not trading with them, how then do you get a chance to have an interest? Article 13(1) on Disclosure of Conflicting Interests says in a part “If a member or an employee is directly or indirectly interested in a contract--- You can only be interested, if you are already trading with the Commission. When you say that a member or employee of the Commission shall not transact any business--- I would ... view
  • 4 May 2011 in National Assembly: Madam Temporary Deputy Speaker, then Article 6 of the Forth Schedule, I want to encourage the Minister, through the Chair, to be courageous here. It says:- “A member or an employee shall conduct their private affairs in a manner that maintains public confidence in the integrity of their office and the Commission as a whole and shall (d) not engage in political activity that may compromise or be seen to compromise the neutrality of their office, or the Commission; and---” Madam, Temporary Deputy Speaker, Sir, suppose they engage in political activity, what is the penalty? Why are we shy about ... view
  • 4 May 2011 in National Assembly: Madam Temporary Deputy Speaker, I am also very worried about the tendency of civil servants in this country. They come up with very grandiose projects but most times, are mainly meant for personal enrichment. For example, the one we talk about the Kenya Pipeline Company capacity enhancement project. For example, I have heard in some forums that I have attended, that electronic voting system would cost us Kshs7 billion. Where did this come from? Who did this? You cannot just bill Kshs7 billion overnight. view
  • 4 May 2011 in National Assembly: Finally, as a believer in this country, I am a lover of this country and I am proud to be a lover of this country, I want to urge my fellow parliamentarians that we should move on in our growth in democracy. Let elections not be and must not be the reason why Kenyans fight. Let elections not be and must not be a reason for Kenyans to be reminded which tribes they come from. Elections should not be and must not be a reason for Kenyans to slaughter each other. I urge the Minister that we should have very ... view

  • 27 Apr 2011 in National Assembly: Mr. Speaker, Sir, I wish to thank the Prime Minister for the exposition on what he is doing to bring down the prices of essential commodities. view
  • 27 Apr 2011 in National Assembly: Mr. Speaker, Sir, the tragedy for our country has always been civil servants who conceive very good projects on paper, but the sole intention is for personal enrichment. You will remember that two years ago, both the President and the Prime Minister were duped into opening an incomplete line one expansion programme for the Kenya Pipeline whose purpose was to help in stabilizing prices and improve availability of fuel supplies. What has emerged and that report is here in Parliament, and also with the Ministry of Energy, is that there was an entity in Kenya Pipeline Corporation, which does not ... view
  • 27 Apr 2011 in National Assembly: This project which was conceived and has been admitted here without proper engineering designs, pre-tender estimates by the engineer cost the Kenyan taxpayer over Kshs7 billion. What is the Government doing to ensure that those who are responsible for this economic crime of monumental proportions are, not only taken to court, but jailed? view
  • 19 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me the opportunity to second this Motion. I want to go on record that I was just ten minutes behind hon. Namwamba in requesting the Speaker to allow this Motion. view
  • 19 Apr 2011 in National Assembly: Hon. Members, I request that, as a House representing the people of this country, let us debate this Motion soberly. I request and beg you. This is a matter of life and death for some members of our society. view
