Priscilla Nyokabi for valiantly making sure this Bill comes to the stage it is in. This is actually a constitutional Bill because it is what gives effect to Article 35 of the Constitution. It has had a lot of ping pong between the Ministry of Information, Communication and Technology, the Attorney-General’s Office and Parliament. Temporary Deputy Speaker, one of the greatest scientists this world has ever known is Albert Einstein who once said that we cannot solve our problems with the same thinking we used while creating the same problems. This Bill is an attempt in the right direction. More importantly, Einstein is credited with the theory of relativity, which is the foundation of nuclear science.   • 27 Apr 2016 in National Assembly: issues because we came here yesterday, as a House, to discuss a matter that is of national importance which is the matter to do with the two-thirds gender rule. The roles of Parliament are as I have mentioned. The unwritten law is that we exercise those roles without threats, coercion, undue intimidation or any form of undue pressure.   • 27 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker for the opportunity to contribute to the Seeds and Plant Varieties (Amendment) Bill, 2015. This Bill as has been explained in the Memorandum of Objects and Reasons, is aimed at implementing Articles 11(3)(b) and 69(1) of our Constitution. The aim of the two Articles is for Parliament to enact legislation to recognise and protect the ownership of indigenous seeds and plant varieties.
