  • 26 Apr 2016 in National Assembly: I rise to oppose this proposed new clause. I have had a chance to live in Uganda for a long time. Security guards in Uganda, for over 30 years, have been carrying guns. We are running away from reality. One of the reasons why thugs are on the rampage in our country is because they know our guards with their rungus cannot contain them. • 26 Apr 2016 in National Assembly: away from reality and crime in this country is run away. Let us give these guns to private security guards, increase education and training levels and impose punitive penalties for the misuse of those guns. view
  • 26 Apr 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I wish to support the amendment by the Chair of the Committee, particularly on the definition of the word “foreign power”. It brings clarity to that term because it has been used in the Bill. Without that definition, it would be ambiguous as to what you refer to when you talk about foreign power. view

  • 26 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This is, in more ways than one, a landmark Bill for this House. The service offered by private security firms is essential for our country. However we have had no regulation for over 50 years. The only regret I have is the refusal by this House to licence private security firms under restricted environments to carry guns. We are trying to imagine that these people are irresponsible. It has been proved that in countries where private security guards carry guns under restricted environment, security improves. I can tell you for a fact, having lived ... view
  • 21 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to speak to this Bill. As has been said by the speakers before me, the Judiciary Fund is a creation of Article 173 of our Constitution. The objective of the Fund, as outlined, is primarily to safeguard the operational independence of the Judiciary. If there is one feature of the 2010 Constitution, it is the fact that it has been channelling huge amounts of resources to the Judiciary. As the PAC, we have witnessed a situation where in a period of hardly two years, the funds channelled to the Judiciary went ... view
  • 21 Apr 2016 in National Assembly: channelled to the Judiciary have sole signatories. I asked myself a question on the fact that these funds are resident in banks that are categorised as some of the largest banks in the country. Obviously, even for a private company, it is not possible to open an account where only one person is the signatory to such accounts. We have a Report before us where, for example, an account at the Kenya Commercial Bank (KCB) being run by the Judiciary was having a single signatory. You shudder to imagine what will happen in the event that person decides to take ... view
  • 21 Apr 2016 in National Assembly: does not mean that I cannot pass another exam because I have failed one today. I call upon my friend Hon. Chepkong’a to let institutions that are being funded be keen. I am particularly very concerned on the question of to what extent and how much benefit we have achieved from institutions like the Judges and Magistrates Vetting Board. How much has it done to improve the image of the Judiciary? When people feel that the image of the Judiciary is tainted, even those who want to seek justice hold back. The idea was to weed our Judiciary of characters ... view

  • 21 Apr 2016 in National Assembly: Hon. Deputy Speaker, I wish to know if the Member for Murang’a knows what she is seconding. I have just seen her walking in. Is it in order for the Chair of the Committee to ambush her like that? She has just walked in and now she is seconding. view
