I have a problem with the amendment proposed in part (h) because it says that people who have engaged in acts prejudicial to national security or national interests will be denied licences. It is very easy to subject that to both subjective and objective considerations. Even the same prejudices that it talks about are easily subjected to the same. He says that a person who contravenes this section commits an offence and shall, in addition to cancellation of the license, be liable, on conviction, to a penalty prescribed in this Act. I want to stop there. Why is he not using the word “fine”? A fine is not a penalty and a penalty is not a fine.
