  • 24 Feb 2016 in National Assembly: Yes, Hon. Temporary Deputy Chairman. That is one of the areas that we, as engineers, had serious contention on. I want to thank the Chair because they proposed the deletion of that clause in total. view
  • 24 Feb 2016 in National Assembly: Again, I want to thank the Chair of the Committee for this deletion. One of the biggest problems we had with this Bill is allowing engineering technicians and technologist to also be consultants. Deletion of Clause 20 is a consequence of the deletion of Clause 16. Once you do away with their consultancy role so that they do not offer consultancy services, then the aspect of checking becomes irrelevant. I support the deletion. view
  • 24 Feb 2016 in National Assembly: Hon. Temporary Deputy Chairman, I extend my gratitude to both the Chairperson of the Committee and the proposer of the Bill. Our problem with this Bill was always the fact that it allowed technologists to practise as engineers. The effect of this deletion is in the same spirit as the deletion of Clauses 16 and 20. Therefore, it captures the fears that we had because if we had left Clause 44 as it is, it would have given technicians a carte blanche to practise as engineers, which would be in contravention of the Engineers Act. I support the amendment. The ... view
  • 24 Feb 2016 in National Assembly: Hon. Temporary Deputy Chairman, again, this is a consequence of the deletion of Clauses 16 and 20. Therefore, it is basically a corollary. I support the amendment. view
  • 24 Feb 2016 in National Assembly: Yes. This is because it talks about the conditions for the registration of an accredited checker, which were deleted in Clause 20. Therefore, it is a consequence of that deletion. I support the amendment. view
  • 16 Feb 2016 in National Assembly: Thank you, Hon. Speaker. First of all, let me start by thanking all my colleagues who have contributed to this Motion, particularly those who proposed useful amendments that have enriched the Motion. I also want to thank the Members of my Committee. As you notice, this was a very voluminous Report. It took a lot of effort from all the Members of the Committee and I do not take it for granted. view
  • 16 Feb 2016 in National Assembly: In particular, I wish to thank Hon. James Nyikal, my neighbour; Hon. Christopher Omulele, Hon. Makali Mulu, Hon. Manson Nyamweya, Hon. Sakwa Bunyasi, Hon. Amina Abdalla, Hon. John Mbadi, Hon. John Manje, Hon. Jessica Mbalu, Hon. Melly and Hon. Onyura for their useful contribution. We noticed one area as a point of weakness and this is important because, as a country, we are facing a situation where both the Chief Justice and the Deputy Chief Justice are soon going to vacate their offices. In the Report under observation, you notice that immediately the Judiciary was reconstituted, we had a situation ... view
  • 16 Feb 2016 in National Assembly: Judiciary, but I am of the opinion that much as the Judiciary was bad, even if you took a class of students who are all ‘E’ students, you still will end up with a number one. Similarly, if you take a class of ‘A’ students, you will still end up with the best. My request, particularly to the Justice and Legal Affairs Committee is that as we look into the upcoming appointments, let us, please, try also to give a chance to insiders. There are people who have served in the Judiciary for years. Seeing that only outsiders come to ... view
