If you recall about three or four months ago, we passed the amendment to the Ethics and Anti-Corruption Act which was, in effect, to bring into effect Article 79 of the Constitution. If you look at Article 250 of the Constitution, it says that each commission shall consist of, at least, three, but not more than nine commissioners. I am aware that the advertisement for commissioners for the EACC were done sometimes back and there is a feeling that the continued absence of commissioners of the EACC is slowing down the war on corruption in the country. This is very good but maintaining the data bank alone is not enough. Part of the reason why some of us are in this House is because of the kind of activities we have been doing in the education sector. I know that maintaining a data bank alone is not enough. In addition to identification of these students, they must be given both financial and parental guidance. With humility, I want to submit to the President that any extra day that Prof. Kaimenyi spends at Jogoo House is a vote for taking our education as a country to the South Pole. It should be condemned by this House. He may be learned, but I doubt if he is an educated man.

Yes, Hon. Speaker. The petition by Hon. Weru is a very important one. About two years ago, we discussed the problem of food inadequacy in the country. What was emerging is that part of the problem that we have arises from the fact that we are unable to provide adequate storage.
