  • 26 Aug 2015 in National Assembly: Talking about the National Assembly, in particular, I do not think there is any other place in Kenya with a higher concentration of elected leaders. It is, therefore, not for nothing that the Constitution empowers the people of Kenya to exercise their sovereign power either directly or through their elected representatives. As the representatives of the people, we have been given power by our Constitution to make laws and represent the people. As we all know, representation is a very intricate affair. We are also mandated to provide oversight in the utilization of public resources. The powers and privileges provided ... view
  • 26 Aug 2015 in National Assembly: Parliamentary officers are seen as people who work in a very privileged environment. In fact, part of the problem that parliament officials have is that, out there, people see them as people who work - indeed they do - in a very exalted environment. Parliament is a very privileged and prestigious environment. However, it would be wrong if that impression is not supported by the way they are supported to do the work given to them by their true employer, the PSC. Of course, I have looked at this Bill. Going through it, Hon. Temporary Deputy Speaker, issues to do ... view

  • 26 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, while I have no intention to interrupt the Chair, would I be in order to suggest that this requirement would even apply to Members of Parliament? view
  • 26 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, he has said that he is proposing a deletion because it is included in interpretation under Sub-clause 2. But I do not see it unless he is disposing it as an amendment. view
  • 26 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, I agree with the Chairman of the Committee on this one. The drafting was done with the old Constitution in mind, where the Office of the Attorney-General also included the office of DPP. I support. view
  • 26 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, I also want to agree with Hon. Kaluma. The amendment, in my view, which should have been included was, “the court by, or before, which a person is convicted of an offence under this Act may by order”. If you delete that word, it changes the meaning completely. I will plead with the Chairman to look at introducing a comma after the word “by” and a comma after the word “before” and you will have a grammatical inclusion into the Bill. But, by deleting what the chairman has proposed, you are completely changing the meaning of ... view
  • 26 Aug 2015 in National Assembly: What I am saying, the Chairman of the Committee, is that grammatically, it should be the “the court by, or before, which a person”. So, if you include that, it becomes very grammatical but if you delete it, then you change the meaning and it does not make sense at all. view

  • 26 Aug 2015 in National Assembly: Yes. Hon. Temporary Deputy Chairman, it introduces neatness in that clause. I support. view
