When the Central Bank of Kenya Act was made, Parliament and the National Assembly were synonymous. We used Parliament to mean the National Assembly. Clearly, the appointment of the CBK Governor is a national Government function. Honestly, the Senate has no role in it. When we approved the appointment of the Central Bank Governor, I heard the Senate complaining that it was a function of Parliament and they should have been involved. The Public Service Superannuation Scheme is an important scheme and clearly the move by the Committee to define a child clearly shows that they have put attention to detail so that we do not have conflicting laws that unnecessarily conflict with our Constitution. I thank the House for passing the Companies and Insolvency Legislation (Consequential Amendments) Bill. In my contribution, I did not have a chance to bring that amendment, but if you look at the Companies Bill, the provisions governing the ambit of the Capital Markets Authority is wider in the Companies Bill than it is in the Capital Markets Authority’s Act.
