  • 22 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to the debate on the Speech by His Excellency the President of the Republic of Kenya. I want to start by the comments given by some of my colleagues on the general development in this country. They claim that some areas in this country have no development, or what the President gave was just a great lie. I will challenge this by saying that Rome was not built in a day. The President gave an overview of all developments done in all the areas in ... view
  • 22 Mar 2017 in National Assembly: On the issue of some people claiming that this is the time the Government or the President can use going round giving projects and all that, I think we need also to agree. That is why in every financial year, we approve a budget in this House. The reason we pass the budget is to allocate money to projects yearly. On the projects done this year, the President is launching them in some areas and leaving out others, but this does not mean it is because of elections. It is just what has been planned to be done this financial ... view
  • 30 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me time to rise and oppose this Motion. I oppose this Motion because our primary schools have a lot of problems, and the issue of bursars is not an issue when it comes to the other major problems affecting our schools. We need to talk about lack of teachers. We need to employ teachers instead of employing bursars. We also need to get the infrastructure in place to support the learning of our children. We also need to have subordinate staff instead of bursars to support the learning of our children in ... view
  • 30 Nov 2016 in National Assembly: what we can do for us to make the schools account for this money, the Ministry needs to train the teachers. Some teachers must be trained so that they can do the work of accounting. I also join my colleagues in thanking the Cabinet Secretary for Education for the good job done during the examinations. But my question to the CS is: Who normally sets these exams? We are talking about the exams being printed out there, but this year the CS was just going around to ensure there is no cheating in exams. My question is: Who normally sets ... view
  • 22 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I am a Member of the Departmental Committee on Energy, Communication and Information. As the Vice-Chair has said, we discussed this and some of us, especially me, did not agree with this Reservation by the President. Hon. Duale has given an example of his own county. He said that after getting all this money, we do not know where it goes. We have a window in which some communities can access this money and run it by themselves as a fund. We want to reduce this money from 10 per cent to 5 per ... view

  • 22 Nov 2016 in National Assembly: The other issue is on money allocated to counties. It is presumed that since county “A” is getting this, they cannot absorb the money. Who says they cannot absorb the money? That is a lie. Any county can handle their money if corruption can be handled at the county and national level. • 4 Oct 2016 in National Assembly: Thank you Hon. Speaker for giving me this chance to support this Bill. The issue of contributing to Harambees is voluntary. I do not know how we can condemn it because it is not something you are forced to do. It is your will to contribute when you wish to do so. You should not contribute if you do not want to. We should not bother people with the issue of why we have so many Harambees . We can have as many Harambees as we want but it is your decision to contribute to the ones you deem to ... view
  • 4 Oct 2016 in National Assembly: will have problems; especially students and our churches. When the missionaries came to this country, they constructed so many churches and schools. When the missionaries returned to their countries, the running of those institutions has been left to us, as Kenyans. Harambees must continue to support those who are financially disadvantaged. The other issue is on people who undergo medical treatment. After undergoing surgical procedures at high cost hospitals, so many people are retained for failure to settle their bills. Through the Harambee spirit, many people have benefited from donations from well-wishers. If we ban Harambees, our people will die ... view
