  • 5 Mar 2014 in National Assembly: areas like Loriu and Suguta is not there because there are no chiefs. Nobody represents the Government there. I support this amendment so that this money can be used to bring those areas at the same level with other parts of this country. I support what hon. Gumbo has said that when we come from some of those areas like Turkana, when you reach Kitale, you start saying that you are in Kenya. When I go to my constituency during weekends, people ask me where I have come from. I tell them that I am from Kenya. That is not ... view
  • 26 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I believe I was the first one in the Chamber this morning, but I thank you for giving me this chance. When we talk of marginalization, I am the person who is supposed to contribute to this Motion. I beg my colleagues to support it so that we can bring these areas at par with the other parts of the country. We are now nearing Vision 2030, but in areas like Turkana and northern Kenya, if we do not go the route of these amendments, those areas cannot talk about Vision 2030. I support ... view
  • 19 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker for this time. I came here very early in the morning. I was the first one here but I thank you for giving me this chance. I rise to support the amendment to this Bill because of the following reasons: All this time our youth have been misused by leaders and especially the politicians when it comes to elections. However, through the Uwezo Fund which we passed yesterday time has come for the youth to be empowered so that they can really do the right thing for this country and also improve the economy ... view
  • 16 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for giving me this chance because I have been looking forward to contribute to this important Motion on ID cards. In my place, it is unique to talk about IDs and passports. view
  • 16 Oct 2013 in National Assembly: I thank the hon. Member for bringing this Motion before this House, so that we can pass it and all Kenyans can have these important documents. view
  • 16 Oct 2013 in National Assembly: Kenyans have been having many documents. We have been talking about passports, ID cards, NHIF cards and other cards. We are even tired of carrying these documents in our wallets. It will be a good thing the moment we have one document which has all the information as we move towards achieving Vision 2030. view
  • 16 Oct 2013 in National Assembly: In my place, an identification card is something that should be issued at the smallest unit of devolution like a division at the county level, so that Kenyans can get services. This is because in the constituency that I represent, people travel 260 kilometres to get ID cards and birth certificates. It is difficult to go there because there is lack of man power. In some counties, some officers who provide these services are not there and you will not be assisted if you go there. As we talk about having a harmonized system in place, we also need to ... view
  • 16 Oct 2013 in National Assembly: I beg to support this Motion, so that all Kenyans can be treated equally. We can also have information; in a country like India, people can vote using any card, because it has all the information. However, here in Kenya, we carry very many documents for different purposes. So, it is a good idea to have this system in place, so that it can assist our people. This will make it easy for people to get the needed information. view
  • 16 Oct 2013 in National Assembly: On lost ID cards, you will find an old mama going to the Office of the Registrar of Persons to report that she has lost her ID. But because there is no system in place to search for her name easily and replace her lost ID card, somebody has to send the information to Nairobi, so that an ID card for that old mama can be issued. It will be good if we can have this system in place, so that one can get information easily. Hon. Temporary Deputy Speaker, the other issue is about distance. At the moment, we ... view
  • 16 Oct 2013 in National Assembly: information. Once the information is taken out there, it will be easier for everybody to get it. As we speak, in places like Turkana County, and in the whole of northern Kenya region for that matter, you can find people who are 35 years old and have no identity cards. An identity card enables one to get all the other documents. When you do not have an identity card, it becomes impossible for you to get a PIN number, an NHIF card and other important cards. So, it will be good for us, and for the youth, to have such ... view
  • 25 Sep 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Is the Member in order to call this crime cultural? This is just a crime like other crimes in this country and we cannot call it cultural. view
