We really know what it means when we talk of community land in the Constitution but when it comes to community land, like trust land, it is a different matter. We are now giving the Cabinet Secretary the mandate of finding somebody who can go and work on that land without the knowledge of the community. How can that happen? The Bill talks of protection of mineral interests in Parliament, community development and training of the people who will be working in the extracting entities. What about the protection of the host communities? The communities should also be protected. This Bill should be clear on how the communities will be protected by the Government, so that the investors do not chase away the communities or harm their livestock.   • 11 Jun 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. The question was why the boda boda operations were banned, but the Vice-Chair has given us information about the recruitment of police officers and vehicles. How is that connected to this? He was supposed to give the answer as per the request. Most times, when questions are asked in this House, this Committee gives us contradictory answers. The Committee does not give what is supposed to be given. I do not know what is wrong with this Committee. view

I think this is the right time for us to find out how we can assist Kenyans who have been dying day by day because of this alcohol. It is time to support NACADA and give them power so that they can control the use of alcohol in this country. Is it in order for the Member to mislead this House because we know that since the Jubilee Government took over, there has been no additional police officer? All of them are in training. I do not know whether they have finished their training so that they can cheat the country that they have added police officers. view

The Speech was good, but Kenyans were expecting a lot of things from the President which affect their daily lives. When we talk of security in this country, the President told us about the Nyumba Kumi initiative and the security vehicles. My constituency has received one vehicle, which is there without fuel.   • 1 Apr 2014 in National Assembly: streets and somebody else will be on the streets the other day because of the salary cut. This is not the issue. Kenyans were expecting to hear from the President the issue of the Turkana oil discovery and how far this has reached. They also wanted to know how we are going to manage this oil and how the oil will help Kenyans. Nothing was mentioned about it. It is an issue that Kenyans were ready to hear from the President.
