Without an ID card, you cannot get employment. You cannot be identified as a Kenyan. You cannot travel outside this country or go anywhere in this country. You cannot even get accommodation because nowadays, if you go to a hotel, you have to produce your ID card so that you can be given accommodation. I will start by raising my concern on the Committee’s definition of sponsors of schools. “Sponsor” is defined as “a person or institution that owns land or property on which an institution of basic education is instituted, and who provides foundational objectives to the institution and ensures that the educational and non-curricular objectives of the institution of basic education are met.” This definition will bring confusion or conflict in our schools. This House has many people who work here and are officers. We need to define the word “officer” when we talk about it. We have so many officers here who include the Serjeant-at-Arms and the rest who are in this House. I oppose the whole thing, even what they have said they want to replace with.   • 23 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, I support the proposal of the Chairperson of the Committee. As Hon. Nooru says, if the CoG is just a caucus, I do not know how it becomes a body which will be included in the affairs of NEMA. When we bring them in, a lot of things will be messed up because the Governors are trying to undermine all the work that is being done by the national Government. Their work is executive. They are supposed to implement. So, we cannot bring them on board. view
