  • 7 Aug 2019 in National Assembly: Fish is a very nutritious source of food especially for the young kids who are growing. We also know it as a staple food in Kenya. We can run out of maize, beans and other food stuff due to poor rains but running out of fish is not easy because we have plenty of it in our lakes and ocean. So, this area can address food shortage in the country. We are experiencing decreased production of meat from cattle, sheep and goats. We all reside in this country and know the rate of deaths and maiming caused by road accidents. This calls for some serious action. We can tell the disparity between the rates of accidents in Kenya and other countries such as our neighbours in Tanzania and other countries with more vehicles and worse roads than us. We have seen people lose their lives within a twinkle of a second just out of a small driving or pedestrian mistake. We have challenges being faced by drivers and other road users. First of all, allow me to wish our Muslim brothers EidMubarak for the great day before them. I stand here to support the Bill because we need to enhance devolution. It is an ongoing process. It is a child who will grow until the point we will say it is mature enough. This is a way of supporting devolution to keep on growing. view
  • 4 Jun 2019 in National Assembly: I have experience of working in a county government and some of the challenges posed by the absence of this office should have been corrected two years ago. County governments have challenges in drafting Bills. You run a department which they refer to as a ministry and you want to draft a Bill for enactment by the county assembly, but a member of CEC, who is not a professional in legal matters has nowhere to run to to get this legal support. This office will support county government departments in coming up with legislations for enacting. view
  • 4 Jun 2019 in National Assembly: Secondly, county governments spend a lot of money on legal fees. They are sued and they sue people and institutions. The opportunity to hire lawyers has been abused because of corruption. It is also eating heavily in the county governments’ budgets. The Office of the County Attorney should also bring on board a legal office that will take care of legal matters for the representation of county governments where they are suing or have been sued. This will bring down the budget for representation of county governments in legal matters in courts. view
