Thank you, Mr. Temporary Deputy Speaker, Sir. I stand here to support the adoption of Sessional Paper No.2 of 2006. It has been 21 years since women gathered here in Nairobi - in 1985 - to talk about the challenges facing women all over the world. The Nairobi Conference was, 10 years later, followed by the Beijing Conference. Tomorrow, we shall be meeting here in Nairobi to evaluate our successes since the first meeting which was held 21 years ago. The Minister, in producing this Sessional Paper---

Mr. Temporary Deputy Speaker, Sir, I would have hoped the Minister would have audited our performance in terms of gender a little bit more analytically, across all Government institutions. I was very pleased to hear the President, in his speech, reaffirm and confirm that, from now on, one-third of the appointments in the Public Service will go to women. However, this document appears to be silent on the issues affecting gender in the institutions of Government, which include the Judiciary and Parliament. Mr. Speaker, Sir, our team lost four goals to zero to Cameroon because the Cameroonian team was able to bring back six of their professionals from other countries. Kenya has four professionals playing outside the country. Could the Assistant Minister assure us that on the return match our foreign based professionals will be brought back to ensure that we beat Cameroon during the return match?

Mr. Deputy Speaker, Sir, basically, the Assistant Minister has said that no action has been taken. This incident happened 14 days ago and the injured student said that he was sexually assaulted by fellow students. This means that the culprits are still sleeping with other boys in the school. The Parents Teachers Association (PTA) issued a Press Statement denying that the incident happened in that school. Could the Assistant Minister tell us the steps he has taken to ensure the PTA and the headmaster do not interfere in this issue?
