  • 22 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am trying to tie up some information I have forgotten regarding this Motion. So, I seek your indulgence that I move this Motion after Order No.10. view
  • 9 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I am a Member of the Departmental Committee on Finance, Planning and Trade. What we are seeing here is the kind of circus we experienced, as a Committee, where the Government agencies were not ready to face the Committee and give it the information they had. We would like you to rule that if we have to debate this report any other day apart from now, that the Finance Ministry and the CBK be in attendance. view
  • 23 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to congratulate our hon. Members who have been representing us in the PAP. Every time they go for a sitting, they have always had their Report tabled in Parliament. Even when Members of Parliament attend conferences, other bodies like the Commonwealth Parliamentary Association (CPA) or the Inter-Parliamentary Union (IPU), reports are always tabled in Parliament. However, we have had delegations out of this country, led by Members of the Cabinet. We do not even know what they discuss in those meetings, or even though they handle important issues for the country. They also ... view
  • 18 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, recalling that ten years ago, world leaders agreed to take decisive action to combat world poverty in its different dimensions using time-bound and measurable targets; further recalling that Kenya is among the 189 countries that signed the Millennium Development Goals (MDGs) in September, 2000, and is committed to the purposes and principles of the charter of the United Nations; concerned that apart from education and possibly HIV/AIDS, Kenya has fallen behind in the race and has not made sufficient progress towards meeting the MDGs; concerned ... view
  • 18 Nov 2010 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that the security situation in the Northern Grazing Area (NGA) of Igembe and Tigania has not normalised despite the disarmament effort owing to frequent cattle rustling in the area; b) how many animals have been recovered to date following the handing of a memorandum to the Minister by herders from Igembe North in 2010, and where their stolen livestock have been traced to; and, (c) when the government will establish an Anti-Stock Theft Unit (ASTU) base at Bulu, considering that the entry and exit ... view
  • 18 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, whereas I thank the Assistant Minister for attempting to answer this Question, the issue of cattle rustling in Igembe and Tigania has been rampant for the last two years. This Question was view
  • 18 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister mentioned that besides the cattle rustling that is rampant in our area, there is also a recent emergence of – I would not call it “highway” because there is no highway there but just roads – highway robbers between Mutuati-Kachuru and Isiolo-Garbatula Roads. He has said that there is police patrol. About two weeks ago, a Land Rover vehicle was attacked between Mutuati and Kachuru, and somebody was killed. It took a day for the police to respond. One of the reasons given was that there was no transport in our police ... view
  • 11 Nov 2010 in National Assembly: asked the Deputy Prime Minister and Minister for Finance:- (a) to confirm that banks and other financial institutions are currently holding up to Kshs38 billion in unclaimed assets as admitted by him in the House in November 2008; (b) what steps the government has taken to facilitate appropriate claiming of the assets; and, (c) whether he could also provide to the House the report of the 2008 Task Force charged with establishing formal mechanism for claiming the funds. view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, I thank the Assistant Minister for the answer he has given, but the figure of Kshs9.1 billion that he has given as the amount of the unclaimed assets is an under-statement. If we consider all the financial institutions in the country – banks, insurance companies and pension funds – and the amount of money lying with them unclaimed, because the owners have not been traced, this should be a worry to the Government. The objective of this Question is actually to have the Government intervene because by the best international practice, the Government must be the custodian ... view
