  • 11 Nov 2010 in National Assembly: Thank you, Mr. Speaker, Sir. Whereas the Assistant Minister says the Government may not be able to set up an authority that will be in charge of these unclaimed assets, what I want him to tell this House, the unclaimed funds are a resource for fraudsters. In banks, when accounts are idle, that is when we have people even trying to lay their hands on them because they know that nobody owns them. Today, we know there is no compelling law for the institutions to report unclaimed assets. What is he doing to make it mandatory that unclaimed assets are ... view
  • 10 Nov 2010 in National Assembly: Thank you, Mr. Speaker, Sir. I thank the Prime Minister for the Statement that he has made and especially the reference to the foreign investors and the kind of confidence they should have in our country for them to do the investments. Mr. Speaker, Sir, I think part of what has driven away even foreign investment is corruption and the Prime Minister has said that him and the president are already in the forefront and they are not going to tolerate corruption in whatever form. While the Prime Minister says that him and the President are very keen to stamp ... view
  • 4 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, on the choice of the 75 districts for the construction of headquarters under the ESP, what criterion was used to chose those districts? Knowing very well that it is the Government that created the many districts that we have, what elaborate programme does the Assistant Minister have to ensure that all the new districts have district headquarters? view
  • 2 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to second the Motion on the appointment of the Director-General of the Public Procurement Oversight Authority. view
  • 2 Nov 2010 in National Assembly: Our Committee has already deliberated on this issue as presented to us by the Board. We even called the Board, which appeared before our Committee. They brought all the necessary information required, namely; qualifications of the applicants, both academic and professional and the experience required. Mr. Temporary Deputy Speaker, Sir, as we were going through the documentations, there is one issue that we wish that Parliament can take up. This is the issue of appointment of all the chief executive officers and all senior appointments, especially where we have the board members trying to give different views. Once things have ... view
  • 27 Oct 2010 in National Assembly: asked the Minister of State for Defence:- (a) what is the total number of armed officers recruited under the recent recruitment exercise for the armed forces; (b) how many officers were to be recruited from Igembe North District and how many were recruited from the district on 4th October, 2010; and, (c) whether he is aware that two of those recruited do not come from Igembe North District and, if so, what immediate action he will take to correct the anomaly. view
  • 27 Oct 2010 in National Assembly: Mr. Speaker, Sir, the recruitment into the armed forces is district based and each district has its own recruiting centre. I would like the Assistant Minister to table the list of those recruited from Igembe North District which has only three divisions; Mutuati, Lare and Ndoleli. The Igembe North he is mentioning is not part of Igembe North District. I would like the Assistant Minister to table the list and confirm that one Mike Thuranira does not come from Igembe North District. Is that information with the Assistant Minister. If I prove to them that those people did not come ... view

  • 27 Oct 2010 in National Assembly: Mr. Speaker, Sir, having looked at the list that the Assistant Minister has tabled, it is clear from the outset, I can see that one of the candidates is not from Igembe North. The recruiting officers were not doing this exercise for the first time, and they knew that my district has only three divisions. So, what is the Assistant Minister doing to address this anomaly and ensure that this slot, which was meant for a son or daughter of Igembe North is properly awarded? view
