  • 13 Apr 2010 in National Assembly: Mr. Speaker, Sir, I would wish to draw the attention of the Minister to the fact that, in 2008, this House passed the SACCOs and Societies Regulatory Act which established the SACCOs And Societies Regulatory Authority. The authority is supposed to oversee the prudent operations of the SACCOs, including vetting and ensuring that all SACCOs go through the due process in hiring their management committees and senior staff. So, as he is view

  • 7 Apr 2010 in National Assembly: Mr. Speaker, Sir, the performance contracting is all about the measurable targets that will have some impact on the ground. But what we have seen is that the performance contracts have been signed – which will just be pieces of paper – but the underlying performance is the impact it will have on the ground. What we have seen in most of the services rendered by those who sign the performance contracts, there is no quality and customer satisfaction. The other day, I was in my constituency where a pole has been erected in the centre of a tarmac road. ... view
  • 7 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. There are also roads which have been destroyed by the ongoing rains. So, what is the Prime Minister doing also to ensure that those places that have been cut off from communication--- An example is Alare Market in my constituency; it has been cut off completely because of the poor road, which was washed away and cars cannot pass. Is there any emergency fund to address the issue of the roads which have cut off communications in certain market centres? view
  • 1 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. I had registered to move an amendment to Article 97, but considering the mood that the country is in--- I also wanted to effectively recognize the effectiveness of the way our women have been fighting in the political world I wanted to recognize their might. That is why I wanted to abolish their special seats. But, now, at the risk of disappointing all those women who had called me to say that they did not want special seats, and they want to compete effectively with men, I withdraw this Motion. view
  • 31 Mar 2010 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I wish to move:- THAT, pursuant to the provisions of Section 33(4) of the Constitution of Kenya Review Act of 2008, this House approves the Draft Constitution submitted by the Committee of Experts and laid on the table of the House on Tuesday, 2nd March, 2010, subject to the deletion of Clause 8 of Article 27. view
  • 31 Mar 2010 in National Assembly: This is on the Bill of Rights and 27(1) talks of how every person has equal rights before the law. Clause 3 talks about how women and men have the right to equal treatment, including in political, economic, cultural and social spheres. So, the clause is adequately covering equality and giving everybody a right. Clause 6 says that the full effect of the realization of those rights should be guaranteed under this Article and the State should make legislative and other measures, including affirmative action. Clause 8 in this Constitution goes on to kind of legislate. Clause 8 is superfluous ... view

  • 25 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, Kenyans have waited for this Constitution whose journey started a long time ago. Kenyans are fatigued to ensure that they get this Constitution. Let me take this early opportunity to thank the Members of the Parliamentary Select Committee who in their own wisdom, in the Naivasha Retreat, agreed and did Kenya proud. They gave hope that at long last the Constitution is in view. view
