Madam Temporary Deputy Speaker, thank you for giving me this opportunity to support the Vote of the Ministry of State for Planning, National Development and Vision 2030. From the outset, let me commend the Minister and his staff for the sterling job that they are doing. We in the Departmental Committee on Finance, Planning and Trade have met severally with the Minister and his staff. We have gone through the budget allocation and we did the necessary inquiries and we have already, as a Committee, prepared our own report which the Minister is also aware of. On behalf of the ...

Madam Temporary Deputy Chairperson, we went through that item as the Committee on Finance, Planning and Trade and we are satisfied with the explanation. It is training, but it is more or less on the investment of that training.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute and support Vote 31 of the Ministry of Education. First of all, I would like to thank the Minister and his staff for the good work they are doing at the headquarters of the Ministry. At least, we can see many things that are now moving faster than previously. For instance, I have been able to preside over the issue of the board of governorâs nominations, and these days they are being approved very fast indeed. We can all see the success of the Free Primary ...

Thank you, Mr. Speaker, Sir. Since the Assistant Minister has said that the Ministry is in the process of acquiring vehicles for the police stations, could he confirm that as they allocate those vehicles, they will give priority to the very needy areas like my constituency which is a cattle rustling prone area? We do not have any police vehicle at all. Can he confirm that it will be given priority once those vehicles are procured?

On a point of order, Madam Temporary Deputy Speaker. Reading from the mood of the House, we are all in support. So, could you, please, call upon the Mover to reply.

Thank you, Mr. Temporary Deputy Speaker, Sir. I also stand to support this Motion. The students who sit the secondary level examinations every year are over 300,000. Those who get the qualifying mark of C+ (plus) are over 100,000. Our public universities today cannot accommodate that number. That is why the parallel degree programme came into. We laud the Government for having introduced the parallel degree programme. It was to support and ensure that each and every Kenyan child got university education. However, over time, because of the cost involved in taking a child for the parallel degree programme, it ...

Mr. Speaker, Sir, although I laud the Assistant Minister for the operation done, I will say that he did too little too late. Coming from a community where we are vulnerable to cattle rustling, I would say they have not yet recovered fully all the animals that were stolen. Just to correct him and my friend who asked this Question, the Samburus are not being targeted. What the hon. Member has not told the House is that we have met severally on this issue together with the Ministry of State for Provincial Administration and Internal Security.

Already as I talk with you, six people from Samburu have been arrested and they are in custody, having been caught with stolen cattle. I am asking him when he will do the next round of operation to recover more animals.
