  • 16 Jun 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we are disappointed not with hon. Ongeri, but with the whole Government. That is because it was none other than the Prime Minister who categorically stated yesterday that they were forced to release the report to public domain by the World Bank. They had the report since October last year. More importantly, I want to ask the following: Since the Minister has said that the infrastructure of some schools was affected, what affirmative action has he put in place to ensure that the schools that were affected by the embezzlement have been compensated? view
  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead the House that the monies were, indeed, sent to schools when he, himself, on the Floor of the House, pronounced that monies were sent to schools that do not exist as per the TSC rules? view
  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. While I consider the gravity of the matter as to whether the Government should run or not and that we need the money, I think the Treasury’s failure cannot be used to hoodwink this House to circumvent the law when they think it is necessary. Time and again, the Budget Committee has been making recommendations and appeals, letters and all sorts of cajoling for the Ministry of Finance to ensure that they are able to table the estimates in good time. This is because we would not have been into ... view

  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This Ministry has never taken seriously matters of education in the ASAL districts. I have had the opportunity to go through the table that the Assistant Minister purports to have provided to the Member and this is not a table that can even be provided as information to this honourable House because it has hundred blanks. I do not know what a blank table would mean as information that has been given to the Member. Even in mathematics - I know the Assistant Minister is a Professor - the averages that ... view
  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister cannot talk of errors here. Even if you go to the primary and secondary schools, he talks of an enrolment of 51 per cent for boys and 49 per cent for girls and an average of 97 per cent in primary school. He goes ahead to talk about 49 per cent for girls and 51 per cent for boys in secondary school and an average of 73. Besides that, he has averages of figures which do not exist. If you look at Table 3, he talks about North ... view

  • 9 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister, in answering the question posed by Mr. M’Mithiaru, said that the ones who were employed may have been on contract. So, is he in order to mislead the House again by saying that he has proof when he himself alluded to the fact that they “may” which might mean may or may not. view
  • 8 Jun 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Time and again, we have complained in this House that answers are usually supplied to hon. Members very late. Indeed, when we come for the sitting is when answers are given. This is what the Assistant Minister has done in order to ambush us with the answer. Since we can provide the inquest file which was opened then, can I request the deferment of this Question to maybe next week for us to avail the records for this Question to be revisited afresh? view
  • 8 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This Assistant Minister has always said that his police force has performed par excellence several times in this House, when we have complained of poor police service. Is he in order to deny the same facts he has alleged in this House previously? Mr. Deputy Speaker, Sir, I was going through the chronology of--- view
