On a point of order, Mr. Temporary Deputy Speaker, Sir. We do not want to engage in semantics here. The language is very clear. If the intention of the Standing Order was to say that Appropriation Bills, whether it is the supplementary one or the first one, are the same; this would have been said under Standing Order No.107. So, the essence of separating these Bills is to show that they are clear and distinct, and that Standing Order No.107 does not apply to Supplementary Estimates Bills.

Mbadi was reading to you Standing Order No.108, there were some Members, in fact, from the Government side, who were distracting him. If the HANSARD can bear him out very clearly, he stood on a point order under Standing Order No. 108 and not 107. He just went to the Standing Order 107---

Mr. Speaker, Sir, in his answer the Assistant Minister says that a District Officer will be posted once a suitable person is established. Does it mean that the Ministry is unable to locate suitable people because I have suitable candidates who can serve in that position?

Mr. Speaker, Sir, the Assistant Minister, in his answer affirms that a DO will be posted in Mbalambala Division once a suitable officer is identified. Is the Ministry finding it difficult to identify a suitable officer? I have one, if they are unable to do so.

Mr. Speaker, Sir, before Mbalambala Division was created early last year, there were two DOs, one serving in Bangale Division which is about ten years old and one serving in Madogo Division. What is happening to the extent that it is only one DO now serving the two divisions which were there ten years ago and now on top of it there is one more division that has been curved? That puts one DO serving three divisions with an expanse of about 8,000 kilometres square. For----

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has given a promise that they are going to produce seeds under irrigation. I want to tell Kenyans and this House that Bura Irrigation Scheme and the farmers there have been contracted for some time by the Kenya Seed Company to plant seed maize. As of now and even in the future, we want to assure the Assistant Minister and Kenyans that we will no longer plant seed maize. This is very pertinent and we have to look into issues of price. On a point of order, Mr. Temporary Deputy Speaker, Sir. The Assistant Minister promised to look up into the matter. If he can promise that he will report back to this House, then I think the matter will rest. Promising that he will look into it is just a mere statement.
