  • 30 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, I am aware that these payments are done over the counter, just as it was done with Kazi Kwa Vijana programme. Maybe, elders are asked to sign somewhere and that they are receiving their stipends every three months or quarter. Could he avail the records of the beneficiaries of each constituency to this House for us to verify with our constituents, whether, indeed, they are receiving this money or there are some administrators who are misusing this money, giving false signatures to this Ministry alleging that the money has been paid to people? view
  • 30 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I had asked a question to the Assistant Minister as to whether he could provide the list of the beneficiaries because there is something shrouded here in some sort of secrecy. He just gave a blank answer that they pay through the Postal Corporation of Kenya. Whether they pay through the ATM, Postal Corporation of Kenya or M-Pesa, can we be told who among our constituents are receiving this money? view

  • 30 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, would I be in order to request that as he submits the list of beneficiaries, we also get to know the amount of money that has been utilised on each individual? view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with a very heavy heart, I want to oppose this Motion. First of all, I wish for a time in this Parliament when we will have no submission of Supplementary Estimates because of our planning system. We have made it a habit year in, year out, because of poor planning and poor management, to come and change the budgets that we passed in June just because we are not sticking to the timelines. I know we have shortages and shortfalls of Budget, but one thing I would want to say is that, we would like ... view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with those remarks, I beg to differ with my colleagues and oppose this Motion. view
  • 24 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I do not know whether in the context of the Ministry of State for Immigration and Registration of Persons, the words “border district” mean something different. I think Mr. Bahari has requested for the withdrawal of that and it has not happened. I know that Tana River District is regarded as a border district and the only border I know is that of North Eastern, unless North Eastern is a different country from Kenya. view
  • 24 Mar 2011 in National Assembly: But more importantly, I have gone through the number of registered persons in 2008 and 2009 and only 330 people were registered in 2009. This does not mean that there are no people who would like to register, but it is because of the skewed way in which the registration is conducted. Could the Minister assure us, because of the vastness of some of these districts, that he will not allocate equal resources to Makadara, which is represented by my honorable “neighbour” here and the people of northern Kenya and Bura Constituency? view
  • 23 Mar 2011 in National Assembly: asked the Minister for Youth Affairs and Sports:- (a) if he could provide a list of names of youths who worked under the Ministry’s Kazi Kwa Vijana Programme in June and July 2010 in Bura Constituency, indicating the location of work, number of days worked by each person and amount of money owed to each one of them. (b) if he is aware that the said youths have not been paid their dues; and, (c) what has occasioned the delay in payment and when they will be paid. view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, indeed, the Minister has shared that information with me and I have no problem with that. view
