Mr. Ethuro talked about places in northern Kenya where the mobile phone service providers may not venture. This is because those areas have a low population density. I seek your guidance because the Assistant Minister has provided me with a list of the youths who were paid. Specifically, in Bangal, she alleges that youths were paid for 22 days.
