Mr. Speaker, Sir, it is apparent that the Assistant Minister is misleading this House. One, is with regard to a report which was done in June, 2010 which is seven months down the line, which Mr. Kabogo has already produced. For him to allege that there is an inquiry seeking to establish the origin of this letter and they expect the results in May, that is taking this House for a ride. Shebesh that this Board previously, has been ably commanded by a lady just like her for several years. She is a very able professor and I lady I well know. So, she should expect that even in future years, we should be willing to see more women in the Board. Within the African culture and where I come from, it is women who so much care for the animals. asked the Minister for Youth Affairs and Sports:- (a) whether he could provide a list of names of youths who worked under the Ministryâs Kazi kwa Vijana Programme in June and July, 2010 in Bura Constituency, indicating that location of work, number of days worked by each person and amount of money owed to each one of them; (b) whether he is aware that the said youths have not been paid their dues; and, (c ) what occasioned the delay in payments and when they will be paid.

Mr. Speaker, Sir, while I laud the Prime Minister for the efforts they are making, we all know that the mobile telephony industry relies on markets. Mr. Ethuro talked about places in northern Kenya where the mobile phone service providers may not venture. This is because those areas have a low population density. What is the Government doing about this matter? It is the sole responsibility of the Government to ensure that these people are connected. Mr. Speaker, Sir, I had requested the deferment of this Question from yesterday to today so that I can go through the list of the youths who had, allegedly, been paid. I seek your guidance because the Assistant Minister has provided me with a list of the youths who were paid. Specifically, in Bangal, she alleges that youths were paid for 22 days. However, I have been with four of the youths, including the youth leader, and their contestation is that they worked for 40 days and they were only paid for four days. Mr. Speaker, Sir, I do not doubt the Assistant Ministerâs undertaking to pay the youths who were not paid. I am sure the undertaking will be strictly adhered to. I, however, would like to request once more that she tables in this House the payment sheet or the so-called vouchers because the youths are also contesting the number of days paid.
