  • 19 Jan 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Even as I understand that the Minister of State for Special Programmes has a meeting with His Excellency the President, I think we ought to have even the Assistant Minister taking notes of what we are saying here. We are not contributing to this debate just to appease Kenyans out there. We want substantive things to be done. I think we expect the least should have been the Assistant Minister to be here. view
  • 19 Jan 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I have even been very observant and the Deputy Leader of Government Business has not been taking notes. He does not even have a pen. So trying to convince us that he is taking notes is just for convenience. We think that we are in the news for no good business. view
  • 19 Jan 2011 in National Assembly: Mr. Deputy Speaker, Sir, with all due respect to the Minister of State for Defence, we heard the response from the Minister for Special Programmes that they have been requesting the armed forces to play a key role in trying to distribute food to the affected areas. Is he in order not even to mention what the role of the armed forces will be in this issue? view
  • 19 Jan 2011 in National Assembly: Mr. Speaker, Sir, as I support this Motion, I am a bit at a loss when the Government says that it cannot still declare this a national disaster. We get worried and we ask; when does the Government declare a national disaster? Kenyans have already started dying and I do not know whether they want to count the deaths of Kenyans in millions before this Government can consider the drought situation to be a disaster indeed. Mr. Speaker, Sir, it has become apparent that this Government is very good at talking of programs and projects that they want to avail ... view
  • 18 Jan 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I had sought two Ministerial Statements, one from the Minister for Information and Communications and one from the Minister for foreign Affairs. view
  • 18 Jan 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. These Ministerial Statements have been pending since September, 2010. I have seen the Minister for Information and Communication walk out just a minute ago. I think this is doing a disservice to this House if Questions and Ministerial Statements are attended to at the convenience of Ministers. This House does not operate as per their calendars, and they should respect the calendar of the House. view
  • 22 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, early this year, acting on the advice of this Ministry, the Government gave an alert on aflatoxin maize over the whole Republic but more specifically, in Coast Province and Eastern Province. Now that the trend seems to be the Government importing sub-standard maize at high prices in times of calamities, could the Minister confirm that this was a scheme to create a purported shortage of maize, so that Rannenberger and others can give sub-standard maize to Kenyans through the Government? view
  • 22 Dec 2010 in National Assembly: On a point of information, Mr. Deputy Speaker. view
  • 22 Dec 2010 in National Assembly: The Minister. view
  • 22 Dec 2010 in National Assembly: I want to inform the Minister that the maize in Eastern Province and Coast Province, which was labeled aflatoxin infected and unfit for human consumption, had a moisture content of 14.2 percent. view
