Mr. Deputy Speaker, Sir, I will be very brief. The Minister wants to take credit for mobile schools. However, we know that even the teachers who come to teach in the mobile schools are not employed by his Ministry. They are employees of the Arid Lands Department. What concrete measures does the Ministry have to address the issue of mobile schools? What facilities does the Ministry provide? When do we expect the first graduates from the mobile school in our nation?

Mr. Deputy Speaker, Sir, while appreciating the Ministryâs work towards reviving irrigation schemes especially in Bura and Galole, there has been a disconnect between the Ministry of Water and Irrigation and the Ministry of Agriculture, that has resulted in our maize going bad in silos because of lack of co-ordination. What measures has the Ministry of Water and Irrigation taken this time round to make sure that they work in conjunction with the Ministry of Agriculture and others to make sure that the produce from the farms in irrigation schemes get to the markets?

Mr. Deputy Speaker, Sir, with your indulgence, I want to seek two clarifications. The first one is that everybody is supposed to be responsible for whatever he or she says, and so should NTA. Has the Minister taken the complaint to the NGO Co- ordination Council to see to it that NTA gives an adequate report? Thank you, Mr. Speaker, Sir. I happen to have seen what is written on birth certificates because I possess one, although not many people in Bura Constituency have them. It is indicated there below that it is a proof of citizenship. So, what are the merits of forcing these students to have birth certificates when they do not even prove whether they are Kenyans or not?

Mr. Temporary Deputy Speaker, Sir, the Act and regulations the Assistant Minister is referring to is not made from the blues. If a regulation is made in such a way that it bars sections of the society from joining the military, then it is a privilege that is being denied. Not even a privilege, but a right. Even when we talk about uniforms, you have short sleeved shirts and long sleeves. On a point of order, Mr. Temporary Deputy Speaker, Sir. Maj-Gen. Nkaisserry knows very well that members of the Armed Forces cannot come to this House to defend or ask for their rights that they should have been given and considered for. We are not asking the Muslim ladies within the Armed Forces to conduct a mutiny and break the regulations. We are requesting that you look into those regulations and tailor the uniforms in such a way that there is no Kenyan who will be excluded from joining the Armed Forces.

Mr. Speaker, Sir, I want to remind the Assistant Minister that he is a professor today because he had teachers. This is a Ministry of many professors, beginning with the Minister, the Assistant Minister and the Permanent Secretary. The Assistant Minister has said that they want to address the issue of shortage of teachers in this country by merging and freezing the registration of new schools. I am really shocked because when the Assistant Minister tells us that anesthetist will be posted in 2012 January, from the ones who will be graduating sometime the end of this year, does he imply that we currently do not have an anesthetist that can be employed for the service?
