Mr. Speaker, Sir, I thought chiefs are a bit more senior to subordinate staff in the Ministry of Education. The interviews for chiefs are usually done at the local level. So, it beats logic why the Government institutions such as the Public Service Commission has the capacity to interview chiefs at their localities and not subordinate staff in the Ministry of Education.

Mr. Speaker, Sir, the problem that bedevils the livestock sector at many times has not only been the provision of extension services, but the ravages of recurrent droughts that have become a problem for this country. Has the Ministry put in place measures to mitigate against these droughts either through the purchase of livestock or provision of adequate water in the ASAL areas, so that we do not have this problem anymore?

Mr. Speaker, Sir, the worry is not that our farmers are stuck with maize. The worry is whether, indeed, this country is ready for any eventuality, disaster or emergency. The Assistant Minister has said that the requirement as per the law is 4,000,000 bags in physical count and about the equivalent in terms of cash in reserve and we do not have that much. He is telling us of a commitment from the Minister with no timeline. Is the Ministry, indeed, serious to alleviate any emergencies in terms of SGR and when exactly are you expecting that money?

Mr. Speaker, Sir, prisons are supposed to reform those who have committed crimes or mistakes before. They are not just institutions of punishment. When these hardcore criminals are released on the prerogative of mercy, is there any mechanism of giving them some life support systems to establish businesses to sustain their livelihoods and put into use whatever training they have obtained in prisons?

On a point of order, Mr. Speaker, Sir. Unless the Assistant Minister misunderstood me, I asked whether his Ministry, or the Government, has availed some funds for them to utilize on whatever training they get in college.

Madam Temporary Deputy Speaker, I beg to second the amendment. The reason for adjournment, as some hon. Members have put it, is to have some rest, go to our constituencies and ensure, for those of us who are campaigning for the new constitution, that we are able to exert all our energies towards passing of this new constitution. Mr. Speaker, Sir, the Assistant Minister has said that the Ministry is in the process of assessing the damage and coming up with the amount of money that will be paid as compensation. Could he tell us whether the assessment of the damage is done before it occurs or after? Does the Government wait until the damage occurs and then it haggles with the people on the amount of money to pay?

Mr. Speaker, Sir, it is a well known fact that the maternal mortalities in places like the slums of Nairobi such as Kibera is way above 700 per every 100,000 live births. That is almost double the average of the nation. Now, just to tie it with policy, what informed the Government decision to skip constituencies in Nairobi which house the largest slums in Africa from benefiting from the Stimulus Package that was geared towards reducing maternal mortalities, that is the facilities of health centres.

Mr. Speaker, Sir, I find some contradiction in the Ministerâs answer in that the difference in rates of duty will impact negatively on the economy because he has shown himself that the rates for rice are different for the three member states. Beside the point, I want to ask him whether he, indeed, consulted the Ministry of Agriculture, so that they are able to forewarn farmers for them to be able to be cushioned, so that they do not suffer eventualities.
