I think wearing the hat as the Vice-Chairman of the Departmental Committee on Health, I would also wish to contribute to this very important Motion.   • 25 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I rise to support this Vote, I wish the Minister well in a Ministry that has so much controversy. We ask for food sufficiency and more production and when prices fall, maybe due to increased production, we still complain that the prices are low. So, a delicate balance is required. It is our right to cry to the Ministry and we expect more to be done every other time. I want to highlight two issues. There are several aspects leading to why cattle rustling should appear. Culture has been cited, but I want to say that this is now becoming minimal. If anything, if someone would have to go and raid his neighbour because of culture, you are not going to raid a neighbourly and friendly society or community that you co-exist with, you always go and raid a community that you think you have issues to settle with and you have some animosity. This was just to appease us and a public relations exercise to show that they had given us a Ministry to take care of northern Kenya. If the Ministry is not well funded, how will it take care of cattle-rustling, water shortages and the wanton education negligence in this area?
