Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. This Motion should have been implemented yesterday. I do not want to belabour the point that this House has been reduced to a talk shop. said before, we do not have a contract with the Indian Ocean that we fill with the waters of River Tana and many others. If this water was harnessed along the River Tana where you and I come from, Bura, Garsen, Galole, up to Mwingi, Tharaka and Nithi constituencies, I think the amount of food that would have been produced from along the rivers would have been sufficient to not only provide food for this country but even for the whole of East and Central Africa. none of them, then we will be wasting Government resources! Why go on tours to see how other countries are progressing and then not come and implement the same in your own country? We just sit back and, maybe, have another delegation ten years down the line going and doing the same things other hon. Members have done for the last decade.

Mr. Temporary Deputy Speaker, Sir, I think we should think ahead and not just lament that we have disasters that have happened. I would want to welcome my sister, Dr. Kosgey, to the Ministry of Agriculture; it is a Ministry that means a lot to Kenyans, and to me in particular, because I come from an irrigation scheme. I would like to urge that this Motion gets the support, not only of the Ministry of Agriculture, but also of the whole Executive arm, including the Treasury. Mr. Speaker, Sir, it is close to a year since the census was conducted and the Assistant Minister has said that he will use the poverty index together with the yet to be released census figures. Could he convince this House that in the next one month when he is supposed to table the poverty index levels, he will release the same figures before one month is over?

Mr. Speaker, Sir, considering the fact that the game reserve also extends from Kitui towards Tana River District, and the fact that Coast Province houses the largest portion of game reserves in this country at a time when there is so much competition between pastoralists and wildlife, does the Ministry think, in terms of policy, that it is fair enough to go on and gazette more game reserves rather than reduce them?

On a point of order, Mr. Deputy Speaker, Sir. It appears you want this matter to be concluded. Given the importance and nature of this issue; that is the Constitution and having in mind that we are going to a milestone where all of us will go into a referendum to have campaign for referendum, would I be in order to ask for a little indulgence that we seek some more clarifications?
