Mr. Deputy Speaker, Sir, although the matter is so urgent, I have no option. Again, even though the Question was deferred, the Government has an office in Parliament and they know when Questions are appearing. As the Minister has alluded, Ministers are always unable to come here to answer Questions because of the traffic jam. We will, therefore, request Parliament to build some hostels around here so that when Ministers have Questions to answer they are accommodated there so that they are not delayed by the traffic jam.

On a point of order, Mr. Deputy Speaker, Sir. This House does not seem to be missing the late hon. Ojode. It seems like the Minister for Finance has taken his position. More importantly, is the Minister in order to contradict his own statements by saying that the three gentlemen are dead as if the Governments are dead? A few minutes ago, he was saying that this Government is alive and it will be here next time - I do not whether with the TNA because they do not have a party. Is he in order?

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is either misleading the House or has been misled into providing information that is not very clear. If you look through the list of properties that he has provided to the House, there are several properties in terms of land that he had indicated as zero hectares. Could he tell the House how the Nairobi City Council can own zero hectares of a property? “Zero hectares” means no land.

On a point of order, Mr. Temporary Deputy Speaker, Sir. The Assistant Minister ought to come out very clearly. In one of the pieces of land, namely, EN1, Harambee Avenue, it is New Echo Toilet. The acreage is indicated as 0.0258 hectares. If there was any number to be rounded off to zero, it would not have been any other number but this. Close to 50 pieces of land are indicated as zero hectares. What type of land is that that has zero hectares?

On a point of order, Mr. Deputy Speaker, Sir. I do not know what to say at this point, but I wanted to say, similar to hon. Mwau’s problem, I had put a Question to the Ministry of Roads, but a Question which only requires a written answer which shall never appear on the Order Paper as per our Standing Orders. It is now one month down the line and I have not been supplied with an answer. However, more importantly, what I wanted to put across is that as a Back Bench you caucus the whole day on issues ...

Mr. Deputy Speaker, Sir, I have not been able to see the Minutes of Tana River County Council meeting which gave the consent for the establishment of Kora National Reserve. The Assistant Minister referred to minutes of 1989 which gave the consent, upgrading of Kora National Reserve to a national park. He referred to Minutes of 1989, when I had asked for Minutes of 1974 when the gazettement was first done. So, maybe, with your indulgence, I will seek that he tables the relevant minutes which gave consent for the establishment of the national reserve in the first place. But ...
