  • 11 Oct 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am wondering whether the Assistant Minister is really aware of what happens to the widows of police officers. Most of these widows stay in the rural areas; they do not stay with their husbands. When the husband dies, first of all, it is not easy for the widows to access the police station where he worked. In most cases, the compensation takes forever or it is never paid. Is he aware of this, because this has been going on from time immemorial and even today? He says that he will personally intervene in this case, ... view
  • 29 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to the debate on this Vote, which I support and wish its allocation could be increased. Before I proceed, I would like to declare my interest in the Motion, which is that I am a Member of the Departmental Committee on Defence and Foreign Relations, and that I have visited quite a number of Kenyan Missions abroad. Mr. Temporary Deputy Speaker, Sir, the observations I want to make are: One, some of our ambassadors and high commissioners abroad are not competent in their work. I know ... view
  • 29 Aug 2007 in National Assembly: 3570 PARLIAMENTARY DEBATES August 29, 2007 I do not know if it is because we like to ignore the best that God has given our country. If we used a lady like Prof. Maathai, the door will be opened by any President, or anybody, in the world because she has earned respect. Despite that, we do not use her. She travels everywhere on her individual capacity, yet Kenya, as country, does not use her. Why not? She will be of a lot of use to us, if only we use her as a special envoy. Mr. Temporary Deputy Speaker, Sir, ... view
  • 22 Aug 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this very important Vote. I do not agree with the rating which was given by the previous contributor, who said that the Ministry of Water and Irrigation is rated second or third in its performance. I would rate this Ministry as the first in its performance because it works to full capacity. If this Ministry worked to full capacity, we would have many healthy people. Therefore, the Ministry of Health would have been, partly, taken care of. We would also create a lot ... view
  • 25 Jul 2007 in National Assembly: Mr. Speaker, Sir, we are directing these questions to the Ministry of Health because the girls need the sanitary towels for hygiene. If they do not have them, they use old cloths and other items. The right place from where sanitary towels should be provided to the girls are dispensaries and health centres. First of all, I would like to commend the Ministry for what it has done for women. It will make a lot of sense if the same thing is done for the girls, especially in the countryside, where parents do not even talk about sanitary towels with ... view
  • 11 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Vote. I would like to support the last speaker regarding the issues of our police. Because of our insecurity, we tend to blame the police, or feel that they are not doing enough. However, I stand here to ask whether we do enough for them. I had the privilege to go to Sweden, where the police are the best paid in the world. We were enquiring on whether they have corruption there. We were very amazed to be told that the police there do not ... view
  • 11 Jul 2007 in National Assembly: huts in Garissa and Kitui, with all the heat in semi-arid areas, and the officers are supposed to sleep there. The wages we pay our police force, and even the Administration Police, are very low. So, among the things which should be improved, together with their housing, is their wages. Since I had the privilege of having a police officer, as an hon. Member, one of the few things that I was amazed to find out is that when it comes to the Christmas month, they are not paid then but are paid the following month, because if they are ... view
  • 11 Jul 2007 in National Assembly: . That is not proper. I do not think an officer can have morale when he is working in a view
  • 11 Jul 2007 in National Assembly: , yet he cannot move around and has to rely on other people to know what is happening. He is of no use. It is a waste of manpower to put a DO somewhere, yet he has no vehicle to move around. Mr. Temporary Deputy Speaker, Sir, with regard to insecurity, a lot has been said. We support the Minister on that issue. It is very demeaning and even sometimes, we wonder if we are really Kenyans. When we tune to our radios, we do not hear of anything else but about who was killed where or who has stolen ... view
