(a) The pension claim documents in respect of the late Benson Juma who died on 16th January, 2003 were submitted to the Pensions Department by the Office of the President on 24th March, 2009. Subsequently, a pension file APN/PC214671 was opened in his name to facilitate processing of his death benefits. (b) The death benefits to the family of the late Juma were paid to the Public Trustee, Kisumu, on 31st August, 2009 through a cheque amounting to Kshs409,413. Mr. Deputy Speaker, Sir, I have stated that the money has been disbursed to the public trustee in Kisumu. There are forms which the family needs to fill in order to get the money paid. As far as we are concerned, she should be able to get this money any time she fills the necessary forms at the public trusteeâs office in Kisumu.

Mr. Speaker, Sir, the answer was given to Parliament for distribution more than a week ago. Mr. Speaker, Sir, I beg to reply. (a) The monthly pension for Mr. Paul Kimosbei Kogo was stopped after it was returned by his bank, the Co-operative Bank of Kenya, Eldoret, as a result of closure of his bank account.

Mr. Speaker, Sir, Mr. Kogo submitted to us his bank account for the Post Bank. When we checked that bank account, we found it to be wrong and we, therefore, could not remit money through it. We wrote to him a letter dated 10th July, 2009 advising the pensioner to submit correct bank account details to enable payment of his pension benefits. His monthly pension will be paid as soon as we get a response from the pensioner.

Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a)The Pensions Secretary/Director of Pensions relied on the Cabinet decision in implementing the pension increase in the year 2006. The Cabinet decision was informed by the report of a professional firm of actuaries dated August 2005. (b)The Government spent a total of Kshs7, 500,000 in the production of the actuarial report. I hereby table the Report before the House.

(c)The pension increase granted in the year 2006 was backdated to 1st July 2005 as directed by the Cabinet. No other pension increase has been approved by the Cabinet as yet.
