On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to refuse to answer this legitimate Question? The matter is about the cancellation of the swearing-in ceremony of the judges by State House. It is not the judges who cancelled the swearing-in ceremony. Mr. Speaker, Sir, we want the Minister, as the representative of the Executive, to tell us why the swearing-in ceremony was cancelled. Mr. Temporary Deputy Speaker, Sir, Lake Victoria is a common-user lake for the three East African countries. When you want to regenerate fish, this must be done for all the three East African countries. Could the Minister agree with me that this control of fishing on the Kenyan part without reciprocal measures being taken by Tanzania and Uganda is actually useless because fish do not know boundaries? asked the Minister for Lands:- (a) whether he could confirm that elders arbitrating in land disputes in Bondo Constituency have not been reimbursed transport and lunch allowances amounting to Kshs428,300 and sitting allowance amounting to Kshs815,500 dating back to 2004; and, (b) what measures he is taking to pay the outstanding allowances and ensure that future claims are settled promptly.

Thank you, Mr. Speaker, Sir. I stand to contribute to this important subject. The Minister gave a very elaborate Budget Speech. He outlined measures which, in his view, have actually improved the economy of this country. May I start with the first one, which is the free primary education. Mr. Speaker, Sir, lthe free primary education, although it has been praised as a good measure - and I also believe it is - was done without proper planning. Mr. Deputy Speaker, Sir, the Rang'ala-Siaya-Bondo Road is designed to go up to Bondo only. But it was supposed to be extended up to the beach, passing through Amoyo to Misori in Rarieda Constituency. Is that portion also taken care of in the design?

Mr. Temporary Deputy Chairman, Sir, I just want a clarification from the Minister. In discussions between him and my Committee, we agreed that this Bill should give an allowance of 90 days for payment of claims. We also agreed that the total number of days should be 120. Now, he has increased this to beyond 90 days. Is it as a result of pressure from the insurance companies? A new provision has been made for another 30 days of extension by the Commissioner of Insurance.
