  • 18 Oct 2023 in Senate: Thank you, Madam Temporary Speaker. I do not want to speak long on this. This is a Bill which was discussed and approved by the Senate. Therefore, we expressed our views. I expressed my views on the purpose for which this Equalisation Fund was created. What we are doing now is giving authority for funds to be withdrawn from the Consolidated Fund and then spent. With this authority, we have an opportunity to emphasize our concerns. My concern then and even today is that the Equalisation Fund is not serving the purpose for which originally we thought it was. It ... view
  • 18 Oct 2023 in Senate: Madam Temporary Speaker, if you went to some of these ASALs, you will see the type of marginalisation meted out over a very long time. I used to work for the National Treasury in the Department of ASALs and I travelled extensively all over the country. I saw the lack of facilities and the distances travelled to reach certain facilities. Over and above the poverty levels spread across the country, this fund was created as an affirmative action. It was not forever, but for a specific period of time; up to 20 years from the time of promulgation of the ... view

  • 17 Oct 2023 in Senate: Thank you, Madam Temporary Speaker, for the opportunity. I would like to start by supporting this Motion. I also want to declare that I am a member of the Standing Committee on Devolution and Intergovernmental Relations. I also declare that I was part of the team that went to assess the status of Eldoret and confirmed that it actually deserves to be a city. I have a very long history with Eldoret starting from the 1970s. I used to stay in Eldoret as a trader. I was in the coffee trading business. We used to get coffee from Uganda and ... view
  • 17 Oct 2023 in Senate: Madam Temporary Speaker, I am not sure, but I think Sen. (Dr.) Khwalwale is quite aware that we were doing business. We do not know who died. Really, it was not within my knowledge. I was doing business based in Eldoret. I also want to state that I am not a criminal and I will not be. I have never even written a statement in a police station. My record is very clear and what Sen. (Dr.) Khalwale has stated is completely out of step with what I was saying. Eldoret at that time was a very small town. Years ... view
  • 17 Oct 2023 in Senate: It is also a fact that Eldoret is the city of champions. It is not just the champions from Uasin Gishu County, but champions from Nandi, Elgeyo-Marakwet and other counties. We found that they have good stadiums. Sports are coming to Kenya in 2027. The African Cup of Nations (AFCON) will be hosted by the East African Countries of Uganda, Tanzania, and Kenya. In Uganda, they will be held in three towns. It is also the same in Tanzania where Dar es Salaam and two other towns will host. In Kenya, two of them will be held here in Nairobi ... view
  • 4 Oct 2023 in Senate: Thank you, Mr. Temporary Speaker, Sir. My comments regard the Statement sought by the Senator for Trans Nzoia County, Sen. Chesang, regarding the maize dryers. Mr. Temporary Speaker, Sir, you remember, when the fertilisers subsidy programme was introduced, some of us expressed concern that subsidising fertiliser alone will not lower the price of food in this country. We said this because farming is a process. It involves many things including fertiliser, land preparation, harvesting and post-harvest loses. When we only subsidise fertiliser and the fuel prices went to the roof, this means that the cost of land preparation went up. ... view
  • 3 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir. I rise to support this petition by Sen. Kavindu Muthama. This is because historical injustices meted out by the British Government are so enormous that people still continue to bear the burden. The colonial authorities were very ruthless. During those days, they used to confiscate people’s cattle, recruit people and take them to serve in the British Army forcefully without their family’s consent. Our heroes, such as Muindi Mbingu, fought tirelessly not just for the rights of the Kamba people, but for the rights of Kenyans so that they could have their land back and ... view
