Africa does not need to access the European market. What we need is inter- regional trade within Africa. We already have integration of the East African Community. We already have a common market treaty signed. The issues being resolved by this agreement are very pertinent to facilitation and fast-tracking of the East African Common Market Treaty. We have issues to do with none-tariff barriers. Those are some of the things that hinder trade. They are neither tariffs nor customs. Thank you, Hon. Temporary Deputy Chairlady. I tend to agree that the governors should be included. I do not think that State officers cannot be members of a board. What the law says is they cannot be remunerated. So when they sit in the boards they do not get any remuneration. It is right that a governor can be there only that he or she cannot be remunerated for that sitting.

Thank you, Hon. Temporary Deputy Chairman for allowing me to express myself on this very important issue. I want to support this amendment. I support it because historically, our side is known to be the one protecting the Press. Today I am very happy that Hon. Duale used to support the freedom of the Press when he was with us here on this side.

Hon. Temporary Deputy Chairman, I do not accept the argument that the media cannot be punished if they publish false information. Historically as you know, the media has been given very heavy fines whenever they make defamatory or false reports about people. So, individuals have other avenues in law which protect the public and Hon. Members of Parliament also. I do not see why we should protect ourselves when the protection should be for the whole country and all members of public. So, this clause is unconstitutional and we should not support it. Thank you, Hon. Temporary Deputy Speaker for giving me a chance. This Bill is appropriate and is on time. As you know, the purpose of jailing people is not actually to punish them forever. The purpose of jailing people is to correct them, so that they become good people or good citizens. So, when you jail them in countries where they cannot even understand the local language, the effect of it that the person will come out worse than he was before he was jailed. here in Kenya, but they have been very selective. Sometimes they say that people who have been charged with murder, or robbery with violence, should not be brought back home. The law now makes it clear that citizens have a way of coming to be jailed back at home.
