I am very happy because this Bill recommends nominations after elections. This is important because we want to nominate women who participate in elections. We want them to participate in competitive politics and if they lose, they qualify to be nominated. We do not want women to be picked from their kitchens or gardens because they are friends or girlfriends of the party leaders. We want women to compete and be nominated because they are participating fully in public affairs.

This is a very good Bill which has come at the right time. We stand to be extinct if we do not implement it. We are implementing the Constitution. We are not inventing the United States of America (USA). This is something which Kenyans had already agreed on and put in the Constitution. If we do it, we are also protecting our interests because we also risk being dissolved if we do not implement a constitutional provision like this one. Thank you, Hon. Temporary Deputy Speaker. The issue we are debating is very serious. I have been a Member of Parliament for that area for very many years. Every time we bring up the issue, few measures are taken, but nothing conclusive is done.

I was an Assistant Minister for Finance and we travelled to Uganda with a team of Ministers headed by the then Foreign Affairs Minister, Hon. Wetangula. It was agreed in our discussion with the Ugandan Government that a technical team would be formed to establish the border between Kenya and Uganda, so that a conclusive statement could be made. This was done. However, the Ugandan team refused to sign because it was conclusively agreed that Migingo Island belongs to Kenya. The boundaries have been slowly adjusted without the knowledge of the people. During the colonial time and even after Independence, the Wayasi and Hama Islands were on the Kenyan side. A chief was stationed there during that time, but he died recently. We went with him there and people recognised him. He was a Kenyan chief who was in charge of those islands. The islands are now being ruled from Uganda in the same way the Ugandan authorities want to take over Migingo Island. The other islands were taken quietly. Some of the islands are being given away quietly for political gains. The Ugandan Government takes the waters of Lake Victoria very seriously. In fact, the Ugandan Army guards the lake. The Kenyan Government does not have police officers guarding the lake. We have been urging the Government to send the Kenya Navy to protect our people. Our people are arrested and taken to some Bugiri courts in Uganda where they are charged and fined heavily. We pay the fines, but the expensive fishing gear and boat engines are never returned. Many fishermen have gone bankrupt because of this insurgency ...

Thank you, Hon. Temporary Deputy Speaker. I take this opportunity to support this Bill. I was a Member of Parliament when the Donde Bill was introduced and when Hon. Midiwo attempted to introduce a Bill with regard to the same, I was an Assistant Minister for Finance. When the Bill came to the Floor of the House, I opposed it because we were giving banks a chance for self-regulation. The self-regulation we have been giving the banks has failed completely.
