He was a very humble and kind man. He was a very great friend of my father. I am very sure that this mausoleum needs to be opened to the members of the public. The mausoleum which was established was run by the family. It was our own initiative to make it a mausoleum and it took a very big resource from us. It drained us a lot. While I agree that the role of the Controller of Budget is prescribed in the Constitution, there is nothing prohibiting the Controller of Budget from enforcing the ceilings. Ceilings are determined by Parliament. Parliament does not have the capacity to enforce adherence to the ceilings. I support the amendment because it will ensure that when the Controller is on a day to day basis controlling the budget, he or she ensures that those expenditures do not exceed the particular ceilings which are already determined by Parliament. view

For instance, in the Luo community, if you wanted to know whether you belong there or not, you would be asked to identify the demarcation of your mother’s land because land belonged to women. You belong to that particular place if your mother had land on which she used to farm. Traditionally, in our community, a lot of clans were named after women because they were very respectable and they participated in counselling and leadership once they became mature enough. view

This was a very hot issue even in the constitutional debate in terms of whether women should be given an endless affirmative action. In the wisdom of the drafters of the Constitution and this Parliament, it was agreed that women shall be given 20 years affirmative action.
