We have ended up in situations with pieces of legislation that do not mirror the constitutional architecture which are put in place; pieces of legislation that do not align themselves to the spirit of the Constitution have come forth. A lot of funds remain in Nairobi whereas functions and responsibilities, particularly important ones like health, are not adequately funded thereby leaving county governments with inability to discharge functions. In Migori County where I come from, we are appreciative of the fact that we get funded through the Equitable Shareable Revenue. However, just like other counties, we are not adequately funded.   • 2 Jul 2019 in Senate: Last month, an employee of Migori County Government lost his life at the only referral hospital we have in my county, which is Migori Level 5 Referral Hospital, because there was no supply of drugs and blood. That is unfortunate. You can imagine how many people lose their lives in Migori and other counties because they cannot access blood supplies because there is no facility in the county to keep blood and make it available for use when it is wanted.   • 20 Jun 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to speak. I congratulate my brother, Sen. Sakaja, for proactively coming up with this matter. Madam Temporary Speaker, issues of performance in the public service are directly related to service delivery which means good performance. Good wages also means good performance. In fact, good terms of employment are also related to good performance. Therefore, if the Government wants to talk about the cost of performance, it should propose that there should be non-performance so that the wage is delivered. view

The Government should look for more money and they should know where to get it. The idea of making the work environment bad for employees is an idea that is not in line with the Constitution. Therefore, Members of the Committee should ensure that the Government sticks to its lane, which is to ensure good performance and service delivery. If you look at the first two recommendations, the Motion seeks to ensure that the CIDPs are aligned to our national vision. We have one nation with quite a number of governments. In our Constitution and the manner in which our nation is structured, we need to move uniformly and in a structured way.
