  • 20 Jun 2019 in Senate: It is, therefore, important that County Governments only have projects that are tied to the tenure of the Government in Office. If you become Madam Governor in the next session, and you are to start a project, then that project should be one that you should be able to complete during your tenure. If you started a project because you wanted a big budget and somewhere down the road, it is incomplete and you are committing the incoming administration to something that they perhaps do not share with you as a matter of priority, that again is another problem. Madam ... view
  • 20 Jun 2019 in Senate: In my County, Migori – which is the one I am familiar with – there is a tarmacked road that starts next to my village, at a place called Uriri Sub-County Headquarters. It has been tarmacked and left to stop somewhere in the middle of nowhere. If you look at what this road, if it was completed, was intended to achieve, it would have achieved opening up Uriri Constituency and Nyatike Constituency, linking them to Homa Bay by passing through Rapogi, Oria and, therefore, opening up a larger area. However, the manner in which it has been executed, it appears ... view
  • 20 Jun 2019 in Senate: With those very many remarks, Madam Temporary Speaker, I beg to support and give accolades to my colleague, Sen. Kibiru, who has thought of this very wonderful Motion, to which I pray that all of us support. Thank you, Madam Temporary Speaker. view
  • 18 Jun 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to give a few remarks on this Petition. Tea farming is important in this country just like other types of farming. What has been lost to the Ministry of Agriculture and Irrigation is the voice of the farmer. They collapsed all organisations that used to represent farmers into something called the Agriculture and Food Authority (AFA), something that is not sensitive to individual specialization of farmers. You will find the animal called AFA talking about coffee, tea, fishing and sugarcane, so that we have many competing interests without specialization. We, ... view
  • 13 Jun 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to add my voice in support of this Motion. I congratulate Sen. Wambua for being very---. view
  • 13 Jun 2019 in Senate: Madam Temporary Speaker, I stand guided. I congratulate Sen. Wambua for clinching this opportunity. I also pray that one day you will remember and visit my county of Migori. We may not be as welcoming as Kitui County, but we are in Kenya. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 13 Jun 2019 in Senate: As a House, we are under a duty to ensure that Kenyans embrace devolution, the role of the Senate and the Constitution, 2010. The reasons that are being advanced for approving Kitui County are that it is a wonderful place. I do not doubt that for a moment, but we should also visit other places that are not wonderful so that we take the wonder in us to those places. One such place is Migori County. We are known for very bad behaviour and keeping public money, about Kshs2.5 billion out of the nation, which is still a rumour. We ... view
  • 13 Jun 2019 in Senate: The Senate, as a national institution whose duty is to ingrain and espouse good governance to assist devolved units inculcate good practice among themselves, would be highly welcome to come to a place like Migori County. I know Migori County does not stand alone; there are other counties that share the same kind of fame that Migori County is known for and would be very happy to have the Senate, to try and dialogue with the leadership there so that we improve on governance and such related matters. The principle idea of taking the Senate to counties is so that ... view
  • 13 Jun 2019 in Senate: Madam Temporary Speaker, I hope that when we get to Kitui County - Kitui being as wonderful as has been described - we will find that there are also other wonders in Kitui County. I understand that the folklore is that there is witchcraft and black magic in Kitui County. We also want to go and experience that. We hear that Kitui County is famous for something called kamuti . I would want to appreciate and understand what it is all about. Kitui County is also said to be the cradle of the Kamba nation; people who are resilient and ... view
  • 6 Jun 2019 in Senate: Mr. Speaker, Sir, I join you and my fellow Senators in welcoming our beautiful girls from Chief Mbogori Girls’ Secondary School in Tharaka Nithi County to this respectable House. They have come to the right place. Their coming here should be a constant reminder to them that leadership and the direction leadership takes, is important to the progress of a country. We know that they are leaders in their own right. They may not be in positions of leadership but they are in the process of developing themselves into leaders who will take this nation to greater heights. view
