  • 31 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, the vehicle that was involved in this theft is known. The quantity of the tea is fairly huge. Why has it taken more than a month to arraign the suspects in court? Is there complicity on the part of known officials? 2826 PARLIAMENTARY DEBATES July 31, 2007 view
  • 31 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, before this Question was deferred, the Assistant Minister dragged my name and that of Mr. Raila into this matter to the effect that some documents went missing in the Ministry during my tenure as Minister for Energy and that of Mr. Raila. Was the Assistant Minister in order to allege that those documents might have left their custody when Mr. Raila or I were the Ministers for Energy? view
  • 31 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I had occasion to discuss with the Assistant Minister, who is responding. This Question is very specific: "Which companies have been awarded lifting contracts of fuel in the last three years, 2004, 2005 and 2006." The first part of the Question is also talking about the present situation. However, the impression the Assistant Minister is creating, and that arose from our discussion, is an attempt at politicising the answer to this Question. Mr. Deputy Speaker, Sir, is it in order for him to drag the names of former Ministers in respect of a period that is ... view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, if you look at part (a) of the Question, it seeks to know what led to the cancellation of the swearing-in ceremony at State House. This has nothing to do with the Judiciary. This is a legitimate Question for the Office of the President. I believe that the Minister should seek an appropriate answer from the Office of the President and give it to this House. Perhaps, part (b) of the Question, which talks about whether the names have been entered into the register--- I believe the Minister is obliged to answer part (a) of the Question ... view
  • 24 Jul 2007 in National Assembly: asked the Minister of State for Youth Affairs whether he could include Kitere Youth Polytechnic in Rongo Constituency in the list of village polytechnics earmarked for improvement and staffing by the Government. view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, it is true that the Question was partially answered. But today, I have received another written answer that is very different from the answer that was given by the Assistant Minister. In the answer, he alleges that Kitere Youth Polytechnic is July 24, 2007 PARLIAMENTARY DEBATES 2681 registered as Kitere Harambee Technical School. Now that I am telling the Assistant Minister that it is a youth polytechnic, would he be kind enough to consider it for funding alongside other youth polytechnics, instead of giving it separate registration and, thereby, denying it the support that it requires? view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, I did not quite get the Assistant Minister. Is he asking us to give our submissions this year? He has indicated that they will ask for more polytechnics this financial year. Is the Assistant Minister actually asking us to forward the names? If the answer is "yes", then I have forwarded Kitere. Could you do the necessary? view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister talked about preparing the dog kennels and I want to find out how much has been spent because this may be part of the contribution for the delay. How much money has the Ministry spent for the repair of the dog kennels? view
  • 18 Jul 2007 in National Assembly: asked the Minister of State for Youth Affairs whether he could include Kitere Youth Polytechnic, in Rongo Constituency, in the list of village polytechnics earmarked for improvement and staffing by Government. view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, Rongo Constituency is one of the densely populated constituencies in this country. Therefore, one village polytechnic would not suffice for the youth from that side of the country. We have two more youth polytechnics. Would I be in order to ask the Vice-President and Minister for Home Affairs, to ensure that not just one youth polytechnic is earmarked for staffing and improvement, but more than one, depending on the number of youths who intend to benefit from training? view
