  • 2 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, pursuant to Section 26 of the Constitution, the Attorney-General, when discharging his powers to prosecute, does not consult anybody. So, basically, what I am asking is that if the Attorney-General is ready, we be given a definite time, so that we do not suffer from this ping-pong between the Attorney-General's Office and the Ministry of Justice and Constitutional Affairs. view
  • 2 May 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I want to thank all the hon. Members who have been very supportive of this Motion. In fact, I must admit and confess that all the hon. Members who spoke did so in support of the Motion. There is just the money issue, about which the Minister is concerned. This Parliament has been very magnanimous to the Government. If he asks for money from Parliament--- I am yet to know of an occasion when Parliament declined to approve money to the Government. So, if he wants money to bridge the shortfall ... view
  • 2 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my point is very serious. We are very supportive. The Minister has said that his Ministry is eager to protect public land. In the same breath, public land is being given out to people. So, that in itself, is contradictory. If these people had not been compensated, I think there is legal redress. They can go to court and seek that compensation. As far as the public is concerned, Kibwezi needs to have a big university that can educate all Kenyans. So, the land that is available, be it 12 or 100 acres, should have ... view
  • 25 Apr 2007 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. You heard the very eloquent Assistant Minister talk about polygamy. Is he in order to attack a practice that is revered by Muslims? view
  • 25 Apr 2007 in National Assembly: Madam Temporary Deputy Speaker, I think we have to admit that we have been very unfair to women in this country and we must repay for that unfairness. I want to propose that we should automatically agree to free secondary and university April 25, 2007 PARLIAMENTARY DEBATES 913 education to all girl-children in this country. We should also set a sunset clause to that proviso so that they are able to catch up with us. In a situation of scarcity where there are scarce resources, you will find that the resources will be applied to pay school fees for the ... view
  • 25 Apr 2007 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to move this Motion. You know very well that public development is under threat everywhere. Land upon which public facilities, institutions--- view
  • 25 Apr 2007 in National Assembly: I am sorry, Mr. Temporary Deputy Speaker, Sir. Mr. Temporary Deputy Speaker, Sir, I beg to move:- THAT, in view of the Government's policy that all Government institutions acquire title documents for the land upon which they are erected; and considering that these titles attract fees from the Department of Lands and other Government departments; this House urges the Government to waive all fees/charges payable to these departments for titles held by public primary and secondary schools, public dispensaries, health centres, hospitals, village polytechnics and other public facilities in rural Kenya. Mr. Temporary Deputy Speaker, Sir, you know very well ... view
  • 24 Apr 2007 in National Assembly: asked the Minister for Gender, Sports, Culture and Social Services:- (a) whether he is aware that a house built by, and for a women group in Rongo Constituency under the banner of "Maendeleo ya Wanawake" is registered in the names of private individuals; (b) who these individuals are and how much dividends they have paid to members for the last ten years; and, (c) what he is doing to ensure that Rongo women groups are not defrauded of their money. view
  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, this is the Ministry that registers women groups. These women have not received any money from this so-called private company since 1991. What instruments of ownership do women groups in Awendo and Rongo have in respect of this company? In her answer, the Assistant Minister has said that the building is owned by women groups from Awendo and Rongo. What kind of ownership do they have, as far as the Ministry is concerned? view
  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, let me help the able Assistant Minister. On page one of her response, third and fourth lines, she has said that the building is owned by women groups from Awendo and Rongo Divisions. What instruments do they have to show that they own this building? Her response is that, the building is owned by a private company. It appears that the Assistant Minister does not have that information. If the building is owned by women groups from Awendo and Rongo Divisions, what kind of ownership do they have? Do they have share certificates and of how ... view
