  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, you can see how unsatisfactory the answer is. For the last 15 years, those very poor peasant and hard-working women, who contributed 838 PARLIAMENTARY DEBATES April 24, 2007 colossal amounts of money as an investment, have not been paid a cent. You have also heard the Assistant Minister say that she can do nothing about it. Could she tell the House what action - because I believe that there is some action that can be taken - she is going to take to ensure that those humble women are not defrauded of their property by this ... view

  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you have heard the Assistant Minister repeatedly say that the process is ongoing. Is it in order for him to talk about an ongoing process? Are those districts legal or illegal? This House needs to know the legality of the process or the illegality involved. view
  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my point of order is: Is the Assistant Minster in order to talk about something whose legality is in doubt? view
  • 11 Apr 2007 in National Assembly: asked the Minister for Agriculture:- (a) who the debtors of South Nyanza Sugar Company (SONY) over the last ten years who have not repaid the amounts owed to the company are; (b) how much each debtor owes; and, (c) when the monies will be recovered. view
  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Minister will agree with me that the balance sheet of SONY is among the worst in his Ministry. SONY owes millions of shillings to farmers and to other suppliers. Therefore, SONY cannot have the luxury of giving credit to people. Can the Minister draw a line on the sand and decree that all these debtors must pay these monies that are owed within the next two months so that normal operations and services to other debtors and creditors of SONY could be realised? view
  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Minister has talked about debts of Kshs700 million that are owed to this company. Can we, as a House, have an assurance from the Minister that by the time the Budget is read this year, that is before the 14th of June, Sony Sugar Company shall have in its credit all this money, Kshs786 million, so that operations can resume? view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister says that for merely designing the road, they paid about 36 million. This Ministry retains highly-qualified engineers. Why does it pay such colossal amounts of money for mere designs, instead of using internal qualified personnel that it has? • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, while answering part (c) of the Question, the Assistant Minister agreed with the Questioner that the Electoral Commission of Kenya (ECK) was in breach of the Constitution. Arising from the ruling that you have given, it appears that the Assistant Minister's agreement with the fact that the Electoral Commission of Kenya is in breach of the Constitution is actually incorrect. Could I be in order to ask--- view
