This is because people simply go in like goats and there even is no head count to know how many are transported. I think that should also be done. Just the other day a school collapsed and all of a sudden, all ministry officials and leaders began running around closing schools arbitrarily and yet we are approaching the Kenya Certificate of Primary Education (KCPE) exams. This was to ensure that there was continuity from the lower to the upper classes, so that the children could adapt to the environment in those areas. The national Government is in a better position to handle the development that is required for the children because it has statistics.
