  • 16 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am at pains to disagree with my colleague in the Departmental Committee on Administration of Justice and Legal Affairs. However, truly, let us not also stretch too far. If a parent adopts a child who is six months old and then you give that parent an adoption leave of, say, six months--- What we are saying is that maternity leave has its significance; that of having a mother to breast-feed. We know that the colostrum milk of a mother is critical to a child. How critical is this if the child is beyond the ... view
  • 6 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir. When it comes to the issue of integrity, and as principled people, we have found that some of us do not know whether we are birds, animals or mammals. That is why this amendment is quite appropriate in terms of containing political nomadism and nurturing multiparty democracy. People must not cheat voters by kind of giving them a body signal and then when they come to the House, they just "cohabit" with other people, who never gave them the mandate to represent them here. I beg to support. view
  • 5 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion on the Ministry of Transport. As I take the Floor, I want to share the sentiments of Prof. Maathai, who has stated a few things which I really want to emphasise on in terms of adding more weight to them, if they will ever be listened to. One most important issue that she has raised, which has touched me, is the issue of impunity; people doing things without regard for others. That reminds me of some great leaders who disobeyed the law even ... view

  • 5 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am trying to translate the weather 3726 PARLIAMENTARY DEBATES September 5, 2007 forecast in Swahili, as they usually do it. They say there is going to be rainfall showers in various parts of the country. You will find people carrying umbrellas and there is no rain! When they do not predict rain, it just pours until people are unable to get home! I think we need to do something about the Meteorological Department. Mr. Temporary Deputy Speaker, Sir, last year, they were provided with some little money - about Kshs260 million - to buy ... view

  • 5 Sep 2007 in National Assembly: from Tetu, but if you ever risk to board those trains, please, do not get into a mess because, again, we were trying to do public relations. No improvement has ever been done to our railways since Independence. Not one inch of railway has been increased since Independence! The colonialists constructed, in four years, all the railway network that you see today. We always say that we are an independent State! The problem is graft and wastage of public resources. Mr. Temporary Deputy Speaker, Sir, our airports--- Kisumu Airport, sometimes, when it rains, you cannot land because, basically, the problem ... view

  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has read a different answer from what I have, because in my answer he says that the Ministry "has no plan". But in his answer he says "no immediate plans", which means plans are in the future. Mr. Speaker, Sir, when His Excellency the President visited the larger Kisii sometime--- view
