Mr. Speaker, Sir, the Assistant Minister is a scholar. The question that he answered earlier was almost flat like nothing is happening. But now, he is saying that there are no immediate plans, but plans for the future! Of course, he knows that to move on, there must be some machinery to move that programme forward, including establishing a committee that is going to move that programme forward. When is he going to constitute that committee to bring a Bill to this House, so that the people of Kisii do not suffer travelling that long distance to the college headquarters, ...

Thank you, Mr. Deputy Speaker, Sir. Whereas we appreciate the work being done by this Ministry, most of the bridges in this country were built during the colonial times. One such bridge is the one across Gucha River on Road D205 that is earmarked for construction. What deliberate policy does this Ministry have to inspect bridges and rehabilitate them, since road construction takes quite a long time and sometimes destruction of roads causes Kenyans a lot of suffering and economic losses? A deliberate policy should be set aside by this Ministry.

Mr. Deputy Speaker, Sir, I thank the able Assistant Minister for Youth Affairs for this response. However, if you look at this Question and the amount of funds actually sitting in particular institutions for over a year, it is amazing. Could the Assistant Minister tell this House, in terms of financial propriety, who stands to benefit from the interest of a whooping Kshs500,000 million sitting in the bank today? The balance of Kshs690,300,000 is still with some intermediaries. Could the Assistant Minister tell us how these youth groups are going to benefit from the interest accruing from that money in ...

I am sorry, Mr. Speaker, Sir. I was saying that it is a confirmation that we are not greedy to take all the money. Could the Assistant Minister confirm that there are inroads that are networked within the towns along that road? Now that the Assistant Minister has confirmed that his Minister is not greedy and has not taken all the money, could he confirm that some towns like Ogembo and its environs will get some diversions to improve the road network there because the people of the area have been very patient as the Assistant Minister has said?
