Thank you, Madam Temporary Deputy Speaker. I am glad to address the House when I have a former girl-child educated to be a Speaker of the Kenya National Assembly. Mr. Temporary Deputy Speaker, Sir, I want to state here on record that it is important that we quote Mr. James Aggrey who said that when you educate a girl, you educate the whole family and the world, but when you educate a man, you educate an individual. It is critical that this is done and embraced.

I want to sound some warning to those in girl-child activism and in support of the girl-child that it is not legislation that is going to help us. Even currently, let us get the male Ministers to speak positively about the girl-child. It is the issue of attitude change that we must now address. When you talk to the male Ministers, tell them to address the issue of women because they are in position to do so. It is that change of mentality that is important. We made recommendations based on the findings that were factually extracted from the evidence given. Mr. Temporary Deputy Speaker, Sir, I want to agree with some hon. Members who said that the Attorney-General's Office has actually let us, this country and the Government down. At one time, I shared a very informal talk with a senior Government colleague whose name I will withhold. The talk was very informal, although useful, for the Executive to realize that they are not doing a good job in terms of the legal framework of this country. Mr. Speaker, Sir, despite the fact that this Assistant Minister has confirmed that contractors undertake to sign performance contracts. The good Assistant Minister came to this House last year and actually confirmed that most of the projects which had been awarded were ongoing and some complete. Nyatike is one of them which is similar to Amagoro. What is he doing to ensure that the contractors who cannot perform since 2004 for Nyatike project, for example, are actually deregistered from the KPLC?

Mr. Temporary Deputy Speaker, Sir, it is important, even when employers are receiving job applications, to look at the curriculum vitaes (CVs) of the people applying for the job. Hon. Mwenje cannot be patient because the hon. Members who comprised PAC then could not be allowed to continue with their work because they chose to speak out openly on issues.
