criminal case. Putting the word “prejudice” will bring an argument whether there is substantial prejudice. The way it was is enough.

Hon. Temporary Deputy Chairman, I was a bit worried about your style. Sometimes you give a chance to two Members while other times you give a chance to three Members.

Hon. Temporary Deputy Chairman, I know that you are a good man. You will not withdraw it. Initially, I thought you were a bully, but I came to realise that you are a good man. I wanted to support this amendment because a good law should be easy to interpret. If we use words like “redacted” instead of “edited”, it may cause complications to Kenyans who want to understand the Bill. I support.

Thank you, Hon. Deputy Speaker for giving me an opportunity to air my sentiments on this issue. I am perturbed to learn that ODM has a position on this. I belong to the Jubilee Coalition. I have not received any information on the same. I will vote with my heart and conscience.

I will vote with my heart and conscience having in mind my people of Chuka/Igambang’ombe Constituency. No intimidation or lobbying can make me take a different stand. We have turned this issue into a debate on whether we will vote or not. I would rather focus on what Hon. Gumbo talked about because it is an issue about FIDA and what they did. Personally, FIDA has a very poor public relations (PR) team. If you are lobbying people, you do not tell them that you are watching them. You request them. You take them out for a dance by The ...

requesting via SMS like the Members of this House did. You do not tell people that you are watching them. We have no reason to worry. Members of Parliament have already made up their minds on exactly what they want to do with regard to the Bill this afternoon. I join my colleague, Hon. Gumbo, to say that what FIDA did is not right. The SMS from the KNCHR is better because they were lobbying. They urge Members to vote for the Bill because of the obvious reason that this is a constitutional right. We have to make sure that ...

Thank you, Hon. Speaker for giving me the opportunity to comment on this Petition. I was in Kitale the other day and I used part of the road that has been made. I was invited by Hon. Chris Wamalwa. I can say that the stalling of that project may have nothing to do with Government input. It is a series of problems that are becoming chronic in this country. It is about giving tenders to “cow boy” contractors who have no capacity to perform. They only demonstrate capacity on paper but when it comes to the actual implementation or construction ...
