Hon. Temporary Deputy Chairman, I agree with the Chairperson of the Departmental Committee on Environment and Natural Resources that for the sake of clarity and avoidance of ambiguity, it is important that we do not endorse this amendment. There is a very thin line between commercial and domestic use of water nowadays. Because of lack of clarity, we can reject this amendment.

Thank you, Hon. Deputy Speaker, for giving me the opportunity to contribute to the Supplementary Appropriation Bill. It will allow the National Treasury to use the money that we have allocated in the Supplementary Budget. Even as we allocate some money to fill the gaps between the previous budgets, it is very important that we ensure the prudent use of funds.

The shortfall of Kshs130 billion, which is required to be provided for in the next Budget, is not little money. There is need to prioritise what exactly needs to be funded and leave out what can wait. That is what supplementary budgets are all about. I agree that the recruitment of 10,000 police officers to enhance our security is very important. We will spend Ksh9.4 billion in that exercise. That is not little money. It should be used prudently. Mile Connection Project, which will ensure that every Kenyan is connected to the grid to enjoy the quality of life that comes with the use of electricity. Thank you, Hon. Speaker. I support this Petition. That problem has been created by another problem that is rampant almost everywhere. There is need to align the boundaries of administrative centres with political ones. There are some constituencies that have more than one sub-county. We have other sub-counties that have more than one constituency. The idea of making the sub-counties recruiting centres when you have more than one constituency in one sub-county leaves many people out. I support that we should sort out administrative boundaries. A special case, like the one that has been mentioned of Navakholo, should be looked into because many Kenyans will be left out from being recruited into the armed forces, if that is the formulae at hand.
