fighters in a British court, they were 528 former freedom fighters who were included in this case. The British Government decided to pay an out of court settlement. I can only imagine what would have happened if we went full length. May be we would have gotten more money in this particular case. However, they paid out of court settlement but the most perturbing thing about this is that it was paid in pounds. I do not know what exchange rate was used for what is written in the Motion but I know they were paid Kshs19.9 million. If you ...

The criterion that was used to identify these Mau Mau freedom fighters may not have been all inclusive. I never at any one time got wind of the system that was used that involved the local community or the Provincial Administration. This was done by the law firm itself. What criteria did they use to get these 5,500 freedom fighters? There is serious need as the previous speakers have said, with or without compensation to identify these men and women who fought for our country. There is need to collect data and possibly I throw my challenge to researchers. I ...

serious researchers in this country including those who have been employed here in Parliament to actually put data in place. This is so that our children can actually read about men and women who fought for the freedom in this country. Even if we will not be talking about compensation, we will have history and data. We can say that in every part of this country including Kisii and western Kenya, we have data of those who fought for this freedom. This is so that in future, in the event that we are completely unable to have any further compensation, ...

Thank you, hon. Temporary Deputy Chairman. The only way we can speak is to tell you we really want to contribute. This list has two things. One, I have an issue with putting the former President with the former Prime Minister because at no time did they serve in a similar capacity. We have to differentiate the two because the former presidents were having a rank higher than the Prime Minister when they served. The President was actually elected by the people of Kenya while the Prime Minister was appointed to that position. So, we should put it lower than ...

Thank you, hon. Temporary Deputy Speaker for this opportunity to speak on the insecurity issue. Insecurity does not only affect the cattle rustling areas, but it is everywhere in this country. Although there is no country in the world that we can say is safe, there are parts of the world where the security of citizens is usually taken very seriously. I have not had the privilege to live in a cattle rustling area although I have neighbours like the people of Igembe North who have that problem. From what I hear, this is normally a cultural problem which was ...

measures to curb this. We have insecurity deep in the villages where villagers turn against each other and brothers and sisters turn against each other. These are some of the things that, as a country, we need to address. We have a new Cabinet Secretary and people seem to be feeling that the problem of insecurity will be solved all of a sudden just because we have a new Cabinet Secretary. It is important for us to implement the NyumbaKumi initiative, which apparently seems to be fading away. If in every village we have people who know the criminals in ...

Yes, it is a policy of the Government being implemented by the former Provincial Administration. It is there. It is right in the village.

Hon. Temporary Deputy Speaker, there may be no Sessional Paper on this and there may be no Sessional Paper when we talk about cultural issues where we say a community can use its own local government like the NjuriNcheke to sort out cultural problems like cattle rustling. The NyumbaKumi initiative has been in place and whether it is accepted widely or not, it is in place and I feel that it is one of the things that can sort out this problem. I can see that my time is running out, but I believe that the solution to the problem ...
